2.56.010 State provisions adopted by reference.

For the purpose of this chapter, all of the provisions of Chapter 13 of the Session Laws of the state of Washington for the year 1937, and as codified in Chapter 41.12 RCW as now exists or as is hereafter amended, are adopted by the city and each and every part of said chapter is made a part of this chapter by reference. 2.56.020 Civil service commission created.

A. In accordance with the requirements of the chapter adopted by reference in Section 2.56.010, there is created a civil service commission, which shall be composed of three members, the members of which commission shall be appointed by the mayor of the city for the terms and with the qualifications set forth in the chapter.

B. The members of such commission shall be citizens of the United States, residents of the city for at least three years immediately preceding the appointment, and registered voters, all as required by RCW 41.12.030.

C. Such commission, immediately after appointment, shall organize as provided for in Chapter 41.12 RCW and this chapter, and shall have the powers and duties set forth therein.

D. Members of the commission shall serve without compensation. (Ord. 1307 §11(B), 2015:  Ord. 317 §2, 1937)

2.56.030 Authority of mayor and city council.

All offices, places, positions and employments coming within the purview of Chapter 13 of the Session Laws of 1937 and this chapter shall be created by the mayor and city council, and nothing contained in this chapter shall infringe upon the power and authority of such mayor and city council to fix the salaries and the compensation of all employees employed under this chapter. 2.56.040 Violation--Penalty.

Any person who violates any of the provisions of this chapter as set forth in Chapter 13 of the Session Laws of 1937 shall be guilty of a misdemeanor, and upon conviction thereof in the municipal court shall be punished by a fine of not more than one hundred dollars, or by imprisonment in the City Jail for not more than thirty days, or by such fine and imprisonment.
