12.12.010 Prohibited placement.
A. It is unlawful for any person, whether a licensed bill poster or not, to distribute, hand out or scatter upon any street, avenue, alley, sidewalk or other public place of the city, or to throw or leave upon any private yard, lawn or porch, any circular, dodger, handbill, pamphlet, card, picture or any advertising matter of any kind whatsoever, or samples of any patent medicines or foodstuffs, or to post, stick, stamp, tack, paint or otherwise fix, or cause the same to be done by another person, any notice, placard, bill, handbill, card, poster, advertisement or other device calculated to attract attention of the public, to or upon any sidewalk, crosswalk, curb or curbstone, lamp post, electric light, telegraph, telephone or other pole, hydrant, shade tree or tree box, or upon any bridge, fence, gate, gatepost, or upon any pole, box or fixture of the fire alarm or police telegraph or signal system, or upon or in any motor vehicle, or to post, stick, stamp, tack, paint or otherwise fix or cause the same to be done by another person, any notice, placard, bill, poster, card or advertisement or other device calculated to attract the attention of the public, upon any building, wall or part thereof.
B. No posting of any handbill or other paper, as described in subsection A of this section, shall be made on any city owned or operated property, including, but not limited to, utility poles, traffic signs, traffic lights, or utility boxes or equipment.
C. This chapter shall not apply to newsboys delivering newspapers. (Ord. 1250 §1AA, 2011: Ord. 294 §1, 1934)
12.12.020 Violation--Penalty.

12.12.025 Littering prohibited.
No person shall in the course of posting, or otherwise distributing, any handbill or other paper, as described in Section 12.12.010(A), litter. (Ord. 1250 §2J, 2011)
12.12.030 Pedestrian interference.
No person shall interfere with the free flow of pedestrians traveling on the streets, sidewalks or city rights-of-way, or entering or leaving any business or commercial establishment within the city. Violations of this section shall be punished pursuant to Chapter 9.46. (Ord. 1250 §2K, 2011)
12.12.040 Violation--Penalty.
Any person found guilty of a violation of Section 12.12.010 or 12.12.025 shall be punished by a fine of two hundred fifty dollars for each posting, or up to thirty days in the city jail or both such fine and imprisonment. (Ord. 1254 §2, 2011: Ord. 1250 §2L, 2011)
