17.30.010 Purpose.
The purpose of the recreation and parks or RP district is to reserve suitable areas for a broad variety of outdoor recreational activities serving both local residents and visitors while protecting the unique natural recreation areas of the city thereby enabling the long-term use, enjoyment and conservation of these unique areas. 17.30.020 Permitted uses.
The following uses shall be permitted in the RP district subject to the provisions of this chapter and the applicable requirements of this title:
(1) Public and private parks;
(2) Campgrounds, day-use recreational facilities, playgrounds and outdoor sports and play courts;
(3) Public reserves and natural areas;
(4) Beach accesses, public accessways and public viewpoints;
(5) Outdoor recreational activities and fishing;
(6) Breakwaters, bulkheads, groins, jetties, and erosion control measures and activities;
(7) Public facilities, including but not limited to water lines, sewer lines, drainageways, transmission lines, utility substations, streets and parkways. All public utilities and transmission lines shall be located underground;
(8) Watersheds, well fields, public water supply storage and public water treatment plants;
(9) Public safety communications and warning devices, navigation aids, radar facilities and public communications facilities;
(10) Public interpretive centers, museum and interpretive instructive displays;
(11) Publicly owned information, safety and interpretive signs;
(12) Public horse arenas, public horse corrals, public horse barns, horse stabling, and public bridle paths and trails;
(13) Parking lots accessory to an allowed use. (Ord. 1146 § 2, 1998)
17.30.030 Conditional uses.
The following uses may be allowed in the RP district subject to first obtaining a conditional use permit as provided in Chapter 17.44 WMC and compliance with the provisions of this chapter and the applicable requirements of this chapter:
(1) Eating and drinking places;
(2) Horse rentals;
(3) Housing for public parks and recreational employees;
(4) Public parks maintenance and storage facilities;
(5) Public boat launches. (Ord. 1146 § 2, 1998)
17.30.040 Lot, yard and access requirements.
(1)(A) Minimum lot size: None;
(B) Maximum density: One unit per acre;
(C) Minimum yards: None unless specified during the conditional use review procedure.
(2) Ocean Beach Protection Setback. Within the parks and recreation zoning district a special ocean beach protection setback is established. The setback shall extend from the high tide line to the eastern toe of the landward dune ridge of the primary dune system. Within the ocean beach protection setback only the following uses shall be allowed:
(A) The following shall be allowed as permitted uses subject to the requirements of WMC 17.30.020 and this district:
(i) Beach accesses, public accessways, public foot paths, and public bridle paths and trails;
(ii) Outdoor recreational uses;
(iii) Publicly owned information, safety and interpretive signs;
(iv) Breakwaters, bulkheads, groins, jetties, and erosion control measures and activities;
(v) Public safety communications and warning devices, navigation aids, radar facilities and public communications facilities;
(vi) Parking areas provided the entire parking area is within 100 feet of the east boundary line of the ocean beach protection setback.
(B) Except as specifically provided in subsection (2)(A) of this section, no structures or buildings shall be constructed in the ocean beach setback.
(3) Parkway Dedication. A parkway right-of-way shall be reserved adjacent to the east boundary of the ocean beach protection setback. The parkway right-of-way shall be 100 feet in width. The parkway right-of-way shall run from north to south following the approximate alignment of the setback line. The actual right-of-way alignment shall be set during the dedication process. The right-of-way shall be dedicated to the city as a condition of any development approval (including but not limited to a short or long subdivision approval, conditional use permit approval, or building permit approval) for property on which the right-of-way is designated.
(4) Public Access. A public accessway, not to include a public street, providing access to the ocean beaches shall be provided for each one-eighth section of land adjacent to the ocean. (Ord. 1146 § 2, 1998)
17.30.050 Building height and sign limitations.
(1) Maximum Building Height.
(A) Within the ocean beach protection setback, the maximum building height shall be 15 feet.
(B) In all other areas within the recreation and parks district, the maximum building height shall be 30 feet.
(C) Additional height may be granted for any use allowed in this district through the conditional use procedure.
(2) Sign Limitations. Only publicly owned signs shall be allowed. The signs shall conform to size and construction requirements applicable to the commercial district in WMC 15.16.150. (Ord. 1146 § 2, 1998)
