LAND USE AND COASTAL MANAGEMENT

11.20.010 Regulations.
(a) The planning commission shall prepare and recommend for adoption by resolution of the city council regulations for the development and use of land and improvements. The regulations for all land use including coastal management may be adopted as a whole or coastal management regulations may be adopted separately. The planning commission shall publish notice of and hold at least one hearing on the proposed regulations before submitting its recommendations to the city council, and the city council shall publish notice of and hold at least one hearing on the proposed regulations before enactment by resolution. Any modification or amendment of adopted regulations shall be subject to the same procedures of this subsection.
(b) The planning commission shall prepare and recommend for adoption by resolution of the city council regulations establishing procedures for implementation of the duties of the planning commission to review proposed land development projects for certification of compliance with the land use regulations and the implementation of the duties of the planning commission to act upon requests for variances or conditional uses. 11.20.020 Consultation.
During the process of reviewing proposed land development projects and requests for variances or conditional uses, the planning commission shall consult with and obtain recommendations from the city manager and any administrative staff personnel possessing specialized expertise regarding the specific issue for decision. 11.20.030 Appeal.
Any person aggrieved by the decision of the planning commission regarding a proposed land development project or a request for variance or conditional use, may appeal to the board of adjustment in accordance with the procedures set forth in this title. (Ord. O-93-6-6 § 1 (part), 1994)
