1-18-001-0001 DEPARTMENTS AND DIVISIONS ORGANIZED
DEPARTMENT HEADS: There will be two (2) departments and ten divisions in the City government and the respective department heads shall be deputy city managers who report directly to the City Manager. The two (2) departments shall be:
A. UTILITIES, SERVICE, SERVICE AND SAFETY
B. COMMUNITY ENHANCEMENT
The ten (10) divisions shall be:
A. FIRE, headed by the Fire Chief.
B. POLICE, headed by the Police Chief.
C. PUBLIC WORKS, headed by the Public Works Director.
D. MANAGEMENT SERVICES, headed by the Management Services Director.
E. UTILITIES, headed by the Utilities Director.
F. COMMUNITY DEVELOPMENT, headed by the Community Development Director. (Ord. 1930, 02/04/97)
G. Economic Vitality, headed by the Economic Vitality Director.
H. Community Enrichment, headed by the Community Enrichment Director.
I. Information Technology, headed by the Information Technology Director.
J. Human Resources, headed by the Human Resources Director.

1-18-001-0002 DEFINITIONS
CHARTER OFFICES are those City functions specifically identified in the City Charter, and currently include the offices of the City Manager, City Attorney, City Clerk, City Treasurer, and Police Judges.
CITY OFFICIALS are those city employees holding Charter Offices, currently include the City Manager, City Attorney, City Clerk, City Treasurer, and Judges.
CITY MANAGER CABINET is a group of employees from a variety of offices, department, divisions, sections, and programs across the organization assembled for the purpose of addressing cross-organizational issues.
DEPARTMENT is the first branch of the City’s organization reporting to the City Manager.
DEPARTMENTAL CABINET is a group of employees from a variety of divisions, sections, and programs with a Department assembled for the purpose of addressing departmental issues.
DEPUTY CITY MANAGER is a City employee who heads, manages, and supervises a Department
DIRECTOR is a City employee who manages and supervises a division.
DIVISION is the first level subordinate administrative unit of a Department.
PROGRAM is the first level subordinate administrative unit of a Section.
PROGRAM MANAGER is a City employee who manages and supervises a Program.
SECTION is the first level subordinate administrative unit of a Division.
SECTION HEAD is a City employee how manages and supervises a Section.
1-18-001-0003 City Manager’s Authority to Reorganize
The City Council hereby delegates to the City Manager the power to change the names of City Departments and Divisions and to move Divisions from one Department to another, so long as no Departments or Divisions are eliminated and no new ones are created.
The City Council further delegates to the City Manager the power to reorganize, create, alter, consolidate, transfer, or abolish City Manager Cabinets, Departmental Cabinets, assistants to the City Manager and Deputy City Managers, Sections, Programs, and all administrative units reporting to Directors or their subordinates, as well as the reporting and supervisory structure of all employees other than the Department Heads, Division Heads, the Office of the City Attorney, and the Police Judges, subject to approval of any additional positions and salaries through the annual budgeting process.
