CIVIL PENALTIES FOR FAILURE TO CONTROL MINOR

Every parent or legal guardian who, by any act or omission, or by threats, contributes to, induces or endeavors to induce any dependent child or ward to fail or refuse to conform to any lawful order of law enforcement personnel or of the juvenile court, or to conform to the requirements of the Covina Municipal Code, shall be subject to a civil penalty. For purposes of this section, a parent or legal guardian to any person under the age of 18 years shall have the duty to exercise reasonable care, supervision, protection and control over their minor child or ward. 9.74.020 Failure to supervise.
Every parent or legal guardian who fails to exercise reasonable care and supervision, and by such failure or omission allows, either knowingly or unknowingly, any dependent minor child or ward to violate any lawful order of law enforcement personnel or of the juvenile court, or the requirements of the Covina Municipal Code regarding curfew and vandalism shall be subject to a civil penalty. 9.74.030 Civil penalty.
Any person who violates the provisions of CMC 9.74.020 shall be liable for a civil penalty not to exceed $2,500 for each violation, which shall be assessed and recovered in a civil action brought by the city attorney. (Ord. 94-1768 § 1, 1994.)
9.74.040 Remedy cumulative.
The remedies provided in this chapter are in addition to the remedies and penalties available under the Covina Municipal Code and all other laws of this state. (Ord. 94-1768 § 1, 1994.)
