13.12.010 Apartment.
“Apartment” means a residence, as defined in this chapter, which is part of or located in a multiple dwelling group as defined in this chapter. (Ord. 648 § 1 (part), 1982)
13.12.020 Bath.
“Bath” means a room containing one or more water closets, bathtubs, shower stalls and wash basins which are intended and suitable for human use, and are connected to the sewer system. (Ord. 648 § 1 (part), 1982)
13.12.030 Building.
“Building” means any structure used for human habitation or a place of business, recreation or other activity and containing sanitary facilities. (Ord. 648 § 1 (part), 1982)
13.12.040 Building sewer.
“Building sewer” means that portion of any sewer beginning two feet from any building and extending to the property line. (Ord. 648 § 1 (part), 1982)
13.12.050 City.
“City” means Dinuba, California. (Ord. 648 § 1 (part), 1982)
13.12.060 City council.
“City council” means the city council of the city of Dinuba. (Ord. 648 § 1 (part), 1982)
13.12.070 Cleanout.
“Cleanout” means a branch fitting installed in a sewer or other pipe for the purpose of providing access for cleaning. (Ord. 648 § 1 (part), 1982)
13.12.080 Commercial establishment.
“Commercial establishment” means a building or portion thereof used for, or intended for use for, commercial, business or governmental purposes, including but not limited to stores, markets, theaters, cleaners, business offices, churches, lodges, government offices and other places of business, but not including eating establishments, laundromats or other business establishments previously defined in this chapter. 13.12.090 Director.
“Director” means the director of public works and shall also mean the city engineer of the city of Dinuba. (Ord. 648 § 1 (part), 1982)
13.12.100 Eating establishment.
“Eating establishment” means a building or portion thereof, upon the premises of which are provided facilities for dining, eating and/or beverage consumption by the public, and which is held out by the owner or operator thereof as a place where food and/or beverages may be purchased for consumption upon the premises, including establishments designated as restaurants, cafes, driveins, coffee shops, ice cream parlors, bars and bowling alleys, and other such establishments where food or drink are served. 13.12.110 Fixture.
“Fixture” means any sink, tub, shower, toilet or other facility connected by drain to the sewer, as defined in the Uniform Plumbing Code. (Ord. 648 § 1 (part), 1982)
13.12.120 Garbage.
“Garbage” means solid wastes from the preparation, cooking and dispensing of food and from the handling, storage and sales of agricultural products. (Ord. 648 § 1 (part), 1982)
13.12.130 Garbage grinder.
“Garbage grinder” means a unit designed and used to grind or otherwise treat garbage so that it can be disposed of through the sewer system. (Ord. 648 § 1 (part), 1982)
13.12.140 Hotel.
“Hotel” means a building or group of buildings containing four or more sleeping rooms or suites of rooms designed as, and occupied or suitable for occupation as, a temporary abiding or sleeping place of persons who, for compensation, are lodged with or without meals, including buildings designed as hotels, and boarding, lodging or rooming houses, but not including those defined in this chapter as multiple family dwellings, motels, mobile home parks or dormitories, sanitariums, hospitals, orphanages or buildings where persons are housed under restraint. 13.12.150 Hotel room.
“Hotel room” means a room or suite of rooms in a hotel as defined in this chapter, designed as, and occupied or suitable for occupation as, one sleeping or living unit. (Ord. 648 § 1 (part), 1982)
13.12.160 Industrial wastewater.
“Industrial wastewater” means all water-carried wastes and wastewaters of the community, excluding domestic wastewater and uncontaminated water, and shall include all wastewater from any producing, manufacturing, processing, institutional, commercial, agricultural or other operation where the wastewater discharged includes significant quantities of wastes of nonhuman origin. 13.12.170 Kitchen.
“Kitchen” means a room, all or any part of which is designed, built or equipped as, and is used or is intended to be used for the cooking and/or other preparation of food for human consumption. (Ord. 648 § 1 (part), 1982)
13.12.180 Lateral sewer.
“Lateral sewer” means that portion of a sewer lying within a public right-of-way or easement, which connects, or is intended to connect, a building sewer to a main sewer. (Ord. 648 § 1 (part), 1982)
13.12.190 Laundromat.
“Laundromat” means a building or portion thereof designed, equipped and used or intended for use as a self-service laundry, where there is no pickup or delivery service and no steam or hand laundry of any type. (Ord. 648 § 1 (part), 1982)
13.12.200 Lot.
“Lot” means any piece or parcel of land, bounded, defined or shown upon a plot or deed recorded in the office of the county recorder of Tulare County; provided, however, that in the event any structure is located upon more than one parcel of land all under one ownership and as herein defined, the term “lot” shall include all such parcels of land. 13.12.210 Main sewer.
“Main sewer” means those sewers, excluding lateral sewers, whose main purpose is to accept wastewater from laterals and convey it to the wastewater treatment plant. (Ord. 648 § 1 (part), 1982)
13.12.220 Manhole.
“Manhole” means a structure for the purpose of providing access of a man to a buried sewer. (Ord. 648 § 1 (part), 1982)
13.12.230 Manufactured mobile home.
“Manufactured mobile home” means a transportable structure designed, built and equipped as, and occupied or suitable for occupation as, a home or living quarters, either permanently or temporarily, by a single family and their guests and servants. (Ord. 648 § 1 (part), 1982)
13.12.240 Manufactured mobile home park.
“Manufactured mobile home park” means an area containing two or more trailer spaces as defined in this chapter, including areas designed as trailer courts, and by similar designations. (Ord. 648 § 1 (part), 1982)
13.12.250 Motel.
“Motel” means a building or group of buildings containing two or more rooms or suites of rooms, and designed, intended, or used primarily for the accommodation of transient automobile travelers; including establishments designated as motels, motor lodges, motor hotels and by similar designations. 13.12.260 Motel unit.
“Motel unit” means a room or suite of rooms in a motel as defined in this chapter, designed as, and occupied or suitable for occupation as, one sleeping or living unit. (Ord. 648 § 1 (part), 1982)
13.12.270 Multiple dwelling.
“Multiple dwelling” means a building or group of buildings designed as, and occupied or suitable for occupation as, a home or living quarters, either permanently or temporarily, by more than a single family, including buildings designated as apartment houses, apartment buildings, duplexes, triplexes and condominiums, but not including motels, hotels, dormitories or manufactured mobile home parks as defined in this chapter. 13.12.280 Permit.
“Permit” means any written authorization required pursuant to this division. (Ord. 648 § 1 (part), 1982)
13.12.290 Person.
“Person” means any human being, individual, firm, company, partnership, association, corporation, government or agency. (Ord. 648 § 1 (part), 1982)
13.12.300 pH.
“pH” means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution. (Ord. 648 § 1 (part), 1982)
13.12.310 Public sewer.
“Public sewer” means that portion of a sewer lying within a public right-of-way or easement, and maintained by, and subject to the jurisdiction of the city. (Ord. 648 § 1 (part), 1982)
13.12.320 Public works.
“Public works” means the public works department of the city. (Ord. 648 § 1 (part); 1982)
13.12.330 Residence.
“Residence” means a building or portion thereof, or a group of buildings, designed as and occupied or suitable for occupation in whole or in part as a home or living quarters, either permanently or temporarily, by a single family and their guests, including a house. (Ord. 648 § 1 (part), 1982)
13.12.340 School.
“School” means an institution of learning which offers instruction in the several branches of learning and study required to be taught in the public schools by the Education Code of the state of California, including preschool or nursery, elementary, junior and senior high and parochial and private schools and junior colleges, colleges and universities. (Ord. 648 § 1 (part), 1982)
13.12.350 Shall and may.
“Shall” is mandatory, “may” is permissive. (Ord. 648 § 1 (part), 1982)
13.12.360 Sewer.
“Sewer” means a pipe or conduit for carrying wastewater. (Ord. 648 § 1 (part), 1982)
13.12.370 Trailer space.
“Trailer space” means an area which is laid out and provided with facilities, including a sewer connection for, and is occupied or is suitable for occupation by, a manufactured mobile home as defined in this chapter. (Ord. 648 § 1 (part), 1982)
13.12.380 Wastewater.
“Wastewater” means any water-carried wastes from residences, business buildings, public buildings, institutions and industrial facilities. (Ord. 648 § 1 (part), 1982)
13.12.390 Wastewater treatment plant.
“Wastewater treatment plant” means the arrangement of devices and structures used for treating wastewater generated within the city. (Ord. 648 § 1 (part), 1982)
