8.24.010 LOADING AND PASSENGER LOADING ZONES:

A.    Establishment Of Zones: The city council may by ordinance or resolution establish the location of loading zones and passenger loading zones, and the chief of police shall cause the same to be marked and maintained as follows:

1.    At any place in the central traffic district or any business district;

2.    In front of any place of business or any hall or place used for the purpose of public assembly;

3.    On any part of a roadway having a width of not more than twenty five feet (25’);

4.    At any other place where parking of vehicles would result in traffic congestion or cause hazardous conditions.

B.    Size Of Area: In no event shall more than one-half (1/2) of the total curb length in any block be reserved for loading zone purposes, exclusive of passenger loading zones.

C.    Curb Markings:

1.    Loading zones shall be indicated by yellow paint lines stenciled with black letters reading "LOADING ONLY - 10 MINUTES", upon the top of all curbs within such zone.

2.    Passenger loading zones shall be indicated by white paint lines stenciled with black letters reading "PASSENGER LOADING ONLY - 5 MINUTES", upon the top of all curbs within such zone. (1972 Code § 10.40.010)

8.24.020 BUS ZONES:

A.    Definition: The word "bus", as used in this chapter, means a passenger stage used as a common carrier of passengers.

B.    Establishment Of Bus Zones: The city council may by ordinance or resolution establish bus zones, and the chief of police shall cause the same to be marked and maintained as follows:

Bus zones shall be indicated by red paint lines stenciled with white letters reading "NO PARKING - BUS ZONE", upon the top of all curbs within such zone.

C.    Size Of Area: No bus zone shall exceed fifty feet (50’) in length, except that the city council may determine to extend a bus zone to a length not to exceed one hundred twenty five feet (125’) upon a showing of necessity therefor. (1972 Code § 10.40.020)

8.24.030 CURB MARKINGS:1

Whenever the city council by ordinance or resolution determines stopping or parking regulations that require curb markings, the chief of police shall cause legible curb markings giving notice thereof to be placed and maintained, and the following meanings shall apply:

A.    Red: Red means no stopping, standing or parking at any time except as permitted by the California Vehicle Code, except that a bus may stop in a red zone marked or signed as a bus zone.

B.    Yellow: Yellow means no stopping, standing or parking at any time between eight o’clock (8:00) A.M. and five o’clock (5:00) P.M. of any day except Sundays and holidays for any purpose other than the loading or unloading of passengers or materials.

C.    White: White means no stopping, standing or parking for any purpose other than loading or unloading of passengers or the depositing of mail in an adjacent mail box, and such restriction shall apply between eight o’clock (8:00) A.M. and five o’clock (5:00) P.M. of any day except Sundays and holidays and except as follows:

1.    When such zone is in front of a mailbox, the restrictions shall apply at all times;

2.    When such zone is in front of a theater, the restrictions shall apply at all times except when such theater is closed. (1972 Code § 10.40.030)

8.24.040 EFFECT OF PERMISSION TO LOAD OR UNLOAD:

A.    Permission granted in this chapter to stop or park a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than ten (10) minutes.

B.    The loading or unloading of materials shall apply only to commercial deliveries, and the delivery or pick up of express and parcel post packages and United States mail.

C.    Permission granted in this chapter to stop or park for purposes of loading or unloading passengers or depositing mail in an adjacent mailbox shall not extend beyond the time necessary therefor and in no event for more than five (5) minutes.

D.    The loading or unloading of passengers shall include the loading or unloading of personal baggage.

E.    Within the total time limits specified above, the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading, but without permitting abuse of the privileges hereby granted. (1972 Code § 10.40.040)

8.24.050 PARKING IN CERTAIN ZONES PROHIBITED:

A.    Loading Or Unloading Only: No person shall stop, stand or park a vehicle in any yellow loading zone for any purpose other than loading or unloading passengers or material in accordance with and subject to the provisions of section 8.24.040 of this chapter. (1972 Code § 10.40.050)

B.    Passenger Loading Zone: No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers or the deposit of mail in an adjacent mailbox, in accordance with and subject to the provisions of section 8.24.040 of this chapter. (1972 Code § 10.40.060)

C.    Red Zone: No person shall stop, stand, or park a vehicle in any red zone at any time except as permitted by the California Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone. (1972 Code § 10.40.070)

D.    Alley: No person shall stop, stand or park a vehicle in any alley for any purpose other than the loading or unloading of persons or materials. (1972 Code § 10.40.080)
