10.24.010 License required.

It is unlawful for any resident of the city to operate or use a bicycle propelled wholly or in part by muscular power upon any street, road, highway, or other public property within the city without first obtaining a license therefor from the police department. No license shall be issued unless such bicycle has permanently stamped or cast on its frame a serial number unique to the manufacturer of the particular bicycle. 10.24.020 License--Issuance authority.

The police departmentof the city is hereby authorized and directed to issue upon written applications bicycle licenses. Said licenses when issued shall entitle the licensee to operate such bicycle for which said license has been issued, upon all the streets, alleys and public highways, exclusive of the sidewalks thereof, in the ci ty. (Ord. 89 §1(part), 1964: Ord. 84 §2, 1964).

10.24.030 License--Issuance procedure.

The city shall provide metallic license plates and seals, together with registration cards having numbers stamped thereon in numerical order, beginning with number "1", and the letters "GBL" stamped thereon. Such metallic license plates shall be suitable for attachment upon the frames of bicycles, and it shall be the duty of the police department to attach one such metallic license plate to the frame of each bicycle and to issue a corresponding registration card to the licensee upon payment of the license herein provided for. Such metallic license plate shall remain attached during the existence of such license. The police department shall also keep a record of the date of issue of each license, to whom issued, and the number thereof. (Ord. 89 §1(part), 1964: Ord. §84 §3, 1964).

10.24.040 Secondhand bicycles--Report required--Contents.

All persons engaged in the business of buying secondhand bicycles are hereby required to report to the police department within twenty-four hours the name and address of the person from whom each bicycle is purchased, the description of each bicycle purchased, the frame number thereof and the number of the metallic license plate found thereon, if any. All persons engaged in the business of selling new or secondhand bicycles are hereby required to make a report to the police department within twenty-four hours, of the sale, together with a description and frame number thereof, and the number of the metallic license place attached thereto, if any. (Ord. 84 §4, 1964).

10.24.050 Sale of bicycle--Report to police department.

It shall be the duty of every person who sells or transfers ownership of any bicycle to report such sale or transfer by returning to the police department the registration card issued to such person as licensee thereof, together with the name and address of the person to whom said bicycle was sold or transferred, and such report shall be made within five days of the date of said sale Or transfer. It shall be the duty of the purchaser or transferee of such bicycle to apply for a transfer of registration therefor within five days of said sale or transfer. (Ord. 84 §5, 1964).

10.24.060 Altering frame number prohibited:

It is unlawful for any person to willfully or maliciously remove, destroy, mutilate or alter the number of any bicycle frame licensed pursuant to the ordinance codified in this chapter. It is also unlawful for any person to remove, destroy, mutilate or alter any license plate, seal or registration card during the time in which such license plate, seal or registration card is operative; provided, however, that nothing in this chapter shall prohibit the police department from stamping numbers on the frames of bicycles on which no serial numbers can be found, or on which said numbers are illegible or insufficient for identification purposes. 10.24.070 License--Fee.

The license fee to be paid for each bicycle shall be set from time to time by resolution of the city council and shall be paid in advance, and pursuant to Section 10.24.050 of this chapter. Each license may be transferred and a fee set from time to time by resolution of the city council shall be paid for the registration of such transfer. All license fees collected under this chapter shall be paid into the general fund of the city. (Ord. 250 §1, 1981: Ord. 89 §1(part), 1964: Ord. 84 §7, 1964).

10.24.080 Obstruction of sidewalk prohibited:

It is unlawful for any person to ieave a bicycle standing, parked or lying on a sidewalk in such a way that it is a hazard to or impedes the free movement of pedestrian traffic. (Ord. 314 §1, 1986: Ord. 84 §8, 1964).

10.24.090 Violation--Penalty.

Any violation of this chapter shall be an infraction which, notwithstanding anything to the contrary contained in Chapter 1.12 of this code (the general penalty ordinance), shall be punishable by a fine of not more than twenty-five dollars. (Ord. 278 §1, 1983: Ord. 175 §2, 1975: Ord. 84 §9, 1964).
