10.32.010 Definitions--"Trailer" and "truck."
For the purpose of this chapter, the words "trailer" and "truck" mean any vehicles as defined in California Vehicle Code section 630, 635 or 655, as now written or hereafter amended, that exceed a maximum gross weight of five (5) tons. (Ord. 479 §2, 2008: Ord. 423 §1, 2000: Ord. 343 §1, 1989).
10.32.020 Truck Routes Established--Signs.
The following streets within the city are established as authorized truck routes:
Cherry Avenue from El Camino Real west to city limits;
El Camino Real from U.S. 101 North to U.S. 101 South;
Elm Avenue from Twelfth Street to Third Street;
Oak Avenue from El Camino Real to Third Street;
Walnut Avenue from Third Street to Tenth Street;
Third Street from Oak Avenue south to city limits;
Fourth Street from Oak Avenue to Elm Avenue;
Tenth Street North from Walnut Avenue to city limits;
Second Street from Walnut Avenue south to city limits.
The chief of police shall cause signs to be posted indicating such streets or portions of streets to be truck routes for the use of commercial vehicles, and vehicles exceeding a weight of five (5) tons. (Ord. 479 §3, 2008: Ord. 405 §1, 1998: Ord. 343 §1, 1989).
10.32.030 Truck traffic limited to designated routes.
When authorized signs are posted giving notice of designated truck routes, no person shall operate, drive, or cause or permit to be operated or driven a "truck" as defined in section 10.32.010 on any street within the city other than on a designated truck route, except as otherwise provided in this chapter. (Ord. 343 §1, 1989).
10.32.035 Prohibited parking on truck routes.
A. No "trailer" or "truck," as defined in this chapter, shall be parked on any street on the truck route when designated by ordinance and when authorized signs are posted giving notice that parking of trucks is prohibited.
B. No truck or trailer shall be parked on the following streets, or portions thereof:
El Camino Real from U.S. 101 North to U.S. 101 South;
All of Elm Avenue, from Third Street west to city limits;
Cherry Avenue from El Camino Real west to city limits;
All of Third Street, from Elm Avenue north to city limits;
Walnut Avenue from Third Street to Tenth Street;
Oak Avenue, from El Camino Real east to city limits;
Fourth Street, from Oak Avenue to Elm Avenue;
Tenth Street North from Walnut Avenue to city limits.
C. A violation of this section shall be treated and processed pursuant to California Vehicle Code section 40200 et seq. (Ord. 479 §4, 2008: Ord. 423 §§2, 3, 2000: Ord. 405 §2, 1998).
10.32.040 Commercial vehicle--Exceptions.
The provisions of this chapter shall not apply to any of the following:
A. Any authorized emergency vehicle as defined in Vehicle Code section 165, or hereafter amended;
B. Passenger buses under the jurisdiction of the Public Utilities Commission of California, and school buses;
C. Any vehicle owned, leased, operated or controlled by the following:
1. Government agencies,
2. A public utility or licensed contractor while necessarily in use in the construction, installation, or in repair of any public utility, within the city, and
3. The holder of a franchise issued by the city for the removal of garbage, waste, or refuse;
D. Any vehicle making pick ups or deliveries of goods, wares and merchandise from or to a building or structure located on a restricted street, or delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon the restricted street for which a building permit previously has been obtained. 10.32.050 Weighing of vehicles--Authority to require.
Any peace officer having jurisdiction with the city, or acting under the authority of the city, may require any person driving or in control of any vehicle, as defined in the California Vehicle Code, who appears to be in violation of this chapter to proceed to any public or private scale available for the purpose of weighing and determining whether this chapter has been complied with. The peace officer will attempt to obtain the weighing services of California highway patrol at no cost to the driver, but in the event that California highway patrol is unavailable, the driver shall pay for all costs to weigh the vehicle. 10.32.060 Operation and parking restrictions.
A. Except for vehicles which are parked in areas designated as prohibited truck parking areas pursuant to section 10.32.035, the following restrictions apply to the operation, parking and maintenance of tractors and trailers and trucks on and off the designated truck routes:
1. No truck or trailer shall be parked within fifteen feet (15") of an intersection or in a manner to obstruct the view of an intersection;
2. Tractors shall not be idled over fifteen (15) minutes when parked within three hundred feet (300') of a residence;
3. Refrigeration trailers shall not be allowed to run their refrigeration units when parked within three hundred feet (300") of a residence;
4. Trucks parked on private property shall only be allowed with a conditional use permit;
5. Trucks and trailers shall not be washed or repaired in such a manner as to allow debris, including, but not limited to, oil and mud, to be deposited or to flow onto the city sidewalk, curb or street;
6. No jake brakes shall be operated;
B. A violation of this section shall be treated and processed pursuant to the California Vehicle Code section 40200 et seq. (Ord. 479 §5, 2008).
