HIGHWAYS, BRIDGES, FLOOD CONTROL AND RECREATIONAL FACILITIES

12-08.010 Adoption of plans and specifications.
The hereinafter listed documents, save and except such portions as are hereinafter deleted, modified or amended, of which codes or documents one copy has been and are now filed in the office of the City Clerk for examination, are adopted as the standard plans and specifications for the construction, improvement and repair of highways, bridges, flood control and recreational facilities:
A. “Standard Specifications for the Public Works Construction,” except Section 307, 2001 edition published by Building News, Inc., as amended by supplements thereto.
B. County of Orange “Public Facilities and Resources Department (PF&RD) Standard Plans, 1996 Edition.”
C. The following portions of “Standard Specifications, Department of Transportation, State of California,” dated January, 1995:
1. Signals and lighting: Section 86.
2. Pavement markers: Section 85.
3. Bridges: Sections 19, 49 through 52, 55, 57, 58, 67, 75, 83, 90 and 95.
D. The portion of “Standard Plans, Department of Transportation, State of California,” dated January, 1995, covering signs, signals and lighting and that portion covering bridges.
E. “Manual of Traffic Controls for Construction and Maintenance Work Zones” dated January 1996, issued by the State of California, Business Transportation and Housing Agency, Department of Transportation.

12-08.020 Plans and regulations.
Standard plans and standard specifications for the construction, improvement and maintenance of highways, bridges, flood control, landscaping, grading, small drainage structures, irrigation and recreational facilities, and for the protection, supervision, management, control or use of such facilities, shall, from time to time, be updated by the Director of Public Works and shall, upon approval and adoption by resolution, be enforced by him or her, and complied with and adhered to, except as provided by Section 12-08.030 of this chapter, by contractors, subcontractors, agents and all others engaged in such construction, improvement or maintenance. Copies of said standard plans shall be available for inspection at the office of the Director of Public Works. (Ord. 2001-4 § 4, 2001: amended during 1998 codification; OCC § 6-2-13)
12-08.030 Modification and deviation from plans.
In any case where strict adherence to the standard plans and specifications enumerated in Section 12-08.020 of this chapter would be impractical or unreasonable, the Director of Public Works or his or her designee may authorize the use of an appropriate substitute standard plan and specification issued by a public agency acceptable to the Director or grant such modification or deviation therefrom as will, in accord with good engineering practice and for the benefit of public health and safety, conform to a plan that will, under the circumstances in such case, be practical and reasonable.
