15.04.010 Adoption of California Building Code.

The City Council of the City of Mt. Shasta does hereby adopt the provisions of the current edition of the California Building Code and Appendix Chapter 33 (hereinafter referred to as the “Building Code”), and all future amendments or revisions thereto, as mandated by the State of California, for the control and regulation of buildings or structures within its jurisdiction. If there are conflicts between the Building Code and this Municipal Code, the Building Code shall prevail except where this code is more restrictive. Wherever reference is made to the Uniform Building Code in this code, it shall be understood to mean the California Building Code. By resolution of the City Council, the City Council may, if it desires, adopt and amend alternate fee schedules covered by this section. (Ord. CCO-07-01, 2007; Ord. 15.04.015 Adoption of the Uniform Administrative Code.

The City Council of the City of Mt. Shasta does hereby adopt the current edition of the Uniform Administrative Code and all future amendments and revisions thereto, as promulgated and published by the International Conference of Building Officials for administration of this title. Exception: Wherever reference is made to the Uniform Building Code, the Uniform Mechanical Code, or the National Electrical Code in the Uniform Administrative Code, it shall be understood to mean the respective California Code. 15.04.020 Adoption of California Mechanical Code.

The City Council of the City of Mt. Shasta does hereby adopt the provisions of the current edition of the California Mechanical Code (hereinafter referred to as the “Mechanical Code”), and all future amendments or revisions thereto, as mandated by the State of California, for the control and regulation of mechanical appliances in buildings or structures within its jurisdiction. If there are conflicts between the Mechanical Code and this Municipal Code, the Mechanical Code shall prevail except where this code is more restrictive. (Ord. CCO-00-02, 2000; Ord. 288 § 2, 1965)

15.04.025 Definitions.

“Employee” means employer and/or employee of any business pertaining to sections on water closet requirements. (Ord. 388 § 3, 1981)

15.04.040 Sections 1602 and 1603 amended – Fire zones 1 and 2.

Sections 1602 and 1603 of the Uniform Building Code, 1964, are amended to read as follows:

Number 1. Building fronts having a street width of sixty (60) feet or more in Fire Zone 1 and 2 may use wood siding providing the following requirements are met:

(A) Wood framed walls, regardless of existing exterior, shall be sheathed with 5/8 inch exterior gypsum wallboard labeled for a 1 hour fire rating. Wallboard shall be nailed to wood furring strips as described in item B and shall be nailed on sixteen (16) inch centers between studs with seven (7) inch maximum spacing. Nails to be gypsum wallboard 6d, 13 gage, 1-7/8 inch long with 1/4 inch flat head. Taping is not required. Concrete, or reinforced solid masonry walls six (6) inches or more in thickness do not require wallboard sheathing.

(B) Wood 1x4 furring strips shall be No. 1 grade free of any split or loose knots. Furring strips shall be placed on sixteen (16) inch centers with all concealed spaces not to be over eight (8) feet in length. Nailing to concrete walls shall not be more than sixteen (16) inch spacing and nails shall penetrate the concrete not less than 1-1/4 inch. Nails shall be concrete nails, oil quench hardened. Nailing on wood frame walls shall be on sixteen (16) inch centers nailed to the studs only. Nails shall be 12d galvanized blunt diamond point with ring threaded shank.

(C) Wood siding shall be of “B” and better in grade and have a finish dimension of not less than 3/4 inch in thickness measured throughout the exposed surface area of each board. An overlap of not less than one (1) inch shall be maintained on board and batten and clapboard design (board and gap design permitted on six (6) inch or thicker concrete and masonry wall only). Nailing shall be on sixteen (16) inch centers on stud line and so located as to hold the bottom of the top board secure and thereby holding tight the top of the board below. Nails shall be 10d galvanized, ring-threaded, blunt diamond point (8d where wallboard is not required). Nail spacing shall not be less than two (2) nails per board on sixteen (16) inch centers vertical or horizontal.

(D) All corners, ends, tops and bottoms of wall siding shall be sufficiently sealed with masking and flashing to prevent the entrance of water between the structural wall and siding.

(E) Wood trim around windows, door or architectural projections shall have a nominal thickness of two (2) inches and shall be securely fastened with galvanized nails.

(F) Architectural projections extending over sidewalks shall be constructed of heavy timber, or metal, as defined in the Uniform Building Code. Projections shall be designed for a seventy-five (75) pound per square foot snow load and shall be approved by a licensed architect or engineer. The siding of projections may be the same as for walls as stipulated in items A through E. Roof coverings shall be of fire retardant materials as defined in the Uniform Building Code.

(G) Windows, or other openings ten (10) feet above the sidewalk grade, shall be closed with a two (2) hour partition as defined in the Uniform Building Code Table No. 43-B for Interior stud partition with gypsum wallboard on each side. Exception: Windows ten (10) feet above the sidewalk grade may be used if a 3/4 hour self closing fire assembly is installed.

(H) Signs mounted on walls that have wood siding shall be connected to the structural wall only. Protrusions through the wood siding shall be sealed sufficiently to prohibit the entrance of water.

(I) Wood siding assemblies shall not be used to support any loads, projections, flag staff or awning assemblies.

(J) Wood siding and trim shall be painted with an exterior latex paint to a 4 mil thickness.

(K) Architectural design and appearance shall be approved by the Planning Commission prior to the issuing of a building permit or the commencement of construction.

Number 2: Unless specified as an amendment in Article 1 all requirements pertaining to buildings, or building fronts, shall be constructed in compliance with the Uniform Building Code and City ordinances.

15.04.050 Wood-burning appliances.

A new section numbered 304(f) is added to the Uniform Building Code as adopted by the City of Mt. Shasta, to read as follows:

(f) Waiver for wood-burning appliances. None of the fees provided for in Section 304 (a), 304 (d), and Table No. 3-A shall be charged for a permit for or installation of a wood-burning stove or other wood-burning appliance.

15.04.060 Roof slope.

A single-family and/or double-family dwelling shall have a minimum roof slope of three inches vertical height to 12 inches horizontal length. (Ord. 388 § 2, 1981)

15.04.070 Violations.
