17.44.010 Specifications – Conformance – Filed.
All improvements hereinafter mentioned shall conform to those required in the “Standard Subdivision Improvement Specifications” prepared by the City Engineer, recommended by the Planning Commission and adopted by the City Council, copies of which are on file in the office of the City Clerk and the City Engineer. 17.44.020 Plans and profiles submitted.
Improvement work shall not be commenced until plans and profiles for such work have been submitted to, and approved by, the City Engineer. Such plans may be required before approval of the final map. All such plans and profiles shall be prepared on tracing cloth in accordance with requirements of the City Engineer. (Ord. 178 § 6.12, 1959)
17.44.030 Commencement of work – Notification.
Improvement work shall not be commenced until the City Engineer has been notified in advance, and if work has been discontinued for any reason it shall not be recontinued until the City Engineer has been notified. (Ord. 178 § 6.13, 1959)
17.44.040 Inspection and approval.
All required improvements shall be constructed under the inspection of, and to the approval of, the City Engineer. Cost of inspection shall be paid by the subdivider. (Ord. 178 § 6.14, 1959)
17.44.050 Utilities, drains, service connections.
All underground utilities, sanitary sewers and storm drains installed in streets, service roads, alleys or highways shall be constructed prior to the surfacing of such streets, service roads, alleys or highways. Service connections for all underground utilities and sanitary sewers shall be placed to such length as will obviate the necessity for disturbing the street or alley improvements when service connections thereto are made. 17.44.060 Compliance.
The subdivider, his engineer and his contractor shall develop plans and complete all improvement work in accordance with the provisions of this title, and to the approval of the City Engineer. (Ord. 178 § 6.16, 1959)
17.44.070 General requirements – Compliance.
The subdivider shall install improvements in accordance with the general requirements set forth in this chapter; provided, that the City Engineer may require changes in typical sections and details if unusual conditions arise during construction to warrant such change in the interest of the City. 17.44.080 Streets and highways.
All streets and highways shall be graded and paved to cross-sections and grades approved by the City Engineer. The subdivider shall improve the extension of all subdivision streets, highways, or public ways to the intercepting paving line of any County road, City street, or State highway. (Ord. 178 § 6.21, 1959)
17.44.090 Structures.
Structures shall be installed as deemed necessary by the City Engineer for drainage, access and/or public safety. Such structures are to be placed to grades and to be of a design approved by the City Engineer. (Ord. 178 § 6.22, 1959)
17.44.100 Curbs, gutters and sidewalks.
Curbs, gutters and sidewalks (minimum width five feet including curbs) shall be installed to grades, cross-section, layout and location approved by the City Engineer. (Ord. 178 § 6.23, 1959)
17.44.110 Sewers.
Sanitary sewer facilities connecting with the existing sewer system shall be installed to serve each lot, and to grades, locations, design and sizes approved by the City Engineer. No septic tanks or cesspools will be permitted. Stormwater sewers shall be installed as required by the City Engineer. (Ord. 178 § 6.24, 1959)
17.44.120 Water.
Water mains and fire hydrants of design, layout and locations approved by the City Engineer, connecting to the water system serving the City, shall be installed in accordance with policy adopted by the City Council. (Ord. 178 § 6.25, 1959)
17.44.130 Railroad crossings.
Provisions shall be made for any and all railroad crossings necessary to provide access to or circulation within the proposed subdivision, including the preparation of all documents necessary for application to the California State Public Utilities Commission for the establishment and improvement of such crossing. The cost of such railroad crossing improvement shall not be borne by the City. (Ord. 178 § 6.26, 1959)
17.44.140 Map.
A map showing all improvements as built shall be filed with the City Engineer upon completion of the improvements. (Ord. 178 § 6.27, 1959)
17.44.150 Monuments – Iron pipe.
Permanent iron pipe monuments of a type approved by the City Engineer shall be set at each boundary corner of the subdivision, along exterior boundaries at intervals of not over 500 feet, at the beginning and end of property line curves and at any other points as may be required by the City Engineer. (Ord. 178 § 6.31, 1959)
17.44.160 Monuments – Concrete.
Concrete monuments depressed below street grade with cast iron ring and cover of a type approved by the City Engineer shall be set at intersections of street centerline tangents or offsets therefrom; and where such intersect on private property, at the beginning and end of the centerline curve and/or offsets therefrom. The exact location of all such monuments shall be shown on the final map before approval is requested. (Ord. 178 § 6.32, 1959)
17.44.170 Bench marks.
Permanent elevation bench marks of a type approved by the City Engineer and referred to the City datum shall be set at each street intersection in the curb return or other location approved by the City Engineer. (Ord. 178 § 6.33, 1959)
17.44.180 Monuments, bench marks – Disturbed.
Any monument or bench mark as required by this chapter that is disturbed or destroyed before acceptance of all improvements shall be replaced by the subdivider. (Ord. 178 § 6.34, 1959)
17.44.190 Field notes.
Complete field notes in a form satisfactory to the City Engineer showing references, ties, locations, elevations and other necessary data relating to monuments and bench marks set in accordance with the requirements of this chapter shall be submitted to the City Engineer to be retained by the City as a permanent record. 17.44.200 Monuments and bench marks – Setting.
Monuments and bench marks shall be set before submission of the final map for City Council approval unless exception is recommended by the City Engineer and approved by the City Council. (Ord. 178 § 6.36, 1959)
