7.1-10 Purpose
The purpose of this chapter is to establish and provide for the implementation of provisions of the Health & Safety Code which pertain to local administration of emergency medical services, including Health & Safety Code Division 2.5, Chapter 4 (commencing with § 1797.200), and provisions of implementing regulations of the California Emergency Medical Services Authority set forth in Title 22, California Code of Regulations, commencing with § 100135. This ordinance is not intended to, nor shall it obligate any public safety agency to provide any emergency medical services outside the minimum first aid standards for public safety personnel. Should any public safety agency propose to provide any such services beyond the minimum Basic Life Support Standards, that service must adhere to Section 7.1-13 listed below.

7.1-11 Applicability
All references to Solano County or the County of Solano herein shall refer to the entire incorporated and unincorporated area of the County of Solano, and the provisions of this chapter apply to all such areas.

7.1-12 Local Emergency Medical Services Agency
The Solano County Emergency Medical Services Cooperative, a Joint Powers Agency, is designated as the local Emergency Medical Services (EMS) agency for Solano County. The medical director of the Solano County Emergency Medical Services Agency shall be the County Health Officer.

7.1-13 Emergency Medical Services Regulations and Requirements
The Medical Director (or designee) of the Solano County Emergency Medical Services Agency shall adopt regulations and requirements as required by California statutes and regulations providing for:
(a) Terms of written agreements between the County of Solano Emergency Medical Services Agency and cities, fire districts, and all other public safety and/or private organizations in the provision of pre-hospital emergency medical services.
(b) Approval and ratification by the Solano County Emergency Medical Services Agency, of an EMS system developed for Solano County meeting the requirements of applicable statutes and regulations.
(c) Terms of written agreements between the Solano County Emergency Medical Services Agency and approved emergency medical technician--paramedic (EMT-P) service providers concerning participation in the advanced life support system and compliance with applicable State regulations and local policies and procedures.
(d) Performance standards, requirements, definitions of terms, the issuance and revocation of operating permits and the collection of fees, the monitoring of Emergency Medical Services, creation and monitoring of exclusive operating zones for Emergency Medical Services ambulance providers, centralized Emergency Medical Services dispatch, imposition of civil and administrative penalties, and all other matters permitted or required by statute or regulation.

7.1-14 Authority
The County of Solano, by enactment of this chapter and under the authority of California statutes and implementing regulations, shall have authority to plan, regulate, and coordinate the roles and responsibilities of all emergency medical service provider agencies and organizations to insure the Solano County EMS System is providing effective and efficient care to all residents of Solano County.

7.1-15 Prohibitions
No person or entity shall provide emergency medical services within the incorporated or unincorporated area of Solano County except in accordance with the provisions and requirements of this chapter and the regulations and requirements of the Director of Health and Welfare Service; provided, however, that this prohibition shall not apply to individuals who provide emergency medical services only in isolated cases, or on a non-recurring basis as described in Health & Safety Code §1799.102.

7.1-16 Special Exemptions
Special exemption from the provisions of this chapter shall be made in the case of City of Vacaville or any city within Solano County which was providing pre-hospital emergency medical services on June 1, 1980, as required by Health & Safety Code §1797.201. The terms of such exemption shall be determined by resolution of the Board of Supervisors.

7.1-17 Emergency Medical Care Committee
Nothing in this chapter shall affect the roles and responsibilities of the County Emergency Medical Care Committee as provided under Health & Safety Code § 1797.270 et seq.
