EXAMINATIONS AND APPOINTMENTS

2.15.010 Examination process.
The district shall hold an examination(s) for each position to be filled. The examination shall objectively test the skills, knowledge and ability necessary for the position to be filled. Candidates must successfully pass each part of the examination process to be placed on the eligibility list.
The board, or the general manager, with the approval of the board, may postpone or cancel any examination prior to its completion. The board or the general manager may contract with any competent agency or person for technical services in connection with the examination process.
For a laborer class, the board may, at its discretion, limit the examination to be confined solely to tests of physical fitness, pre-employment medical examination, and proof of acceptable driving record. If this examination process is utilized, certification on the eligibility list may be made in order of the date and time that the entire examination process has been successfully completed. The district shall determine, on a case-by-case basis, the appropriate method of examination for management-level positions as defined in WCWDC 2.15.030. [Ord. 5-16-95 § 1-301]
2.15.020 Appeal in case of disqualification.
If an applicant is disqualified as provided under district policy and procedure, the applicant may appeal to the district. The applicant shall, upon written request, be given grounds for the disqualification. Should an applicant desire to appeal the district’s decision to the board of directors, the applicant may do so in writing within 15 days of being advised of the disqualification. The decision of the board of directors is binding. [Ord. 5-16-95 § 1-302]
2.15.030 Appointment to position.
When a vacancy occurs, the district shall select from the certified eligibility list. Appointments shall be made by the general manager.
The general manager position serves at the pleasure of the board and is appointed to that position by resolution. The positions of district engineer, plant superintendent, plant operations supervisor, plant maintenance supervisor, collections system supervisor, office manager, and support services supervisor are management/supervisory-level positions appointed by the general manager. 2.15.040 Temporary appointment.
The district may from time to time require the services of temporary work forces to perform those duties and responsibilities normally performed by existing personnel for a period not to exceed 12 months. A temporary appointment does not qualify the appointee for the retirement plan, the insurance plans, vacation and sick leave, or other employment rights and benefits other than those required by federal and state regulations. 2.15.050 Special emergency appointments.
If the district finds that there is a threatening stoppage of public business, it may make an emergency appointment effective for a period not to exceed 15 working days. An appointee may receive no more than two successive emergency appointments for an effective total combined maximum appointment period of 30 working days. Such appointments are considered temporary, additional positions as defined in WCWDC 2.15.040, and as made by the district, shall be confirmed by the board at its earliest possible convenience.
