12.21.010 Purpose. Revised 2/25
The purpose of this chapter is to regulate parking on certain streets during designated emergency snowfall events to ensure efficient snow removal operations, promote public safety, and prevent obstructions to traffic flow. [Ord. 1000 § 1, 2024].
12.21.020 Definitions. Revised 2/25
“Designated streets” are streets identified by the town where parking restrictions will be enforced during emergency snowfall events. The designated streets may be amended by resolution of the board.
“Emergency snowfall event” refers to any forecasted or actual snowfall event declared by the local authority as an emergency snowfall event.
“Local authority” shall mean either the mayor or town manager. [Ord. 1000 § 1, 2024].
12.21.030 Parking restrictions. Revised 2/25
(a) Parking shall be prohibited on designated streets during an emergency snowfall event as declared by the local authority. After any emergency snowfall event is declared, it shall be a violation of this chapter at any time during the continuance of the emergency snowfall event to abandon or park a vehicle upon any of the designated streets or rights-of-way thereof.
(b) The duration of parking restrictions shall be determined by the local authority based on weather forecasts and actual snowfall conditions.
(c) Any member of the Granby police department, or any employee of the town of Granby engaged in road work and snow removal operations, is hereby authorized to remove or cause to be removed any vehicle abandoned or parked upon any designated street in violation of the terms and provisions of this chapter. The town shall take reasonable steps to notify the registered owner of any said vehicle of the fact of removal and of the place to which said vehicle has been removed. The registered owner may obtain the car from such location upon payment of any and all towing and storage charges. Neither the town nor any of its officers or employees shall be held responsible for any damage to any vehicle occurring as a result of towing and/or storage of a vehicle parked in violation of this chapter. 12.21.040 Notification of emergency snowfall event. Revised 2/25
(a) The local authority shall provide public notice of an emergency snowfall event via:
(1) Local media outlets;
(2) Official government websites and social media platforms;
(3) Posted signage on designated streets; and/or
(4) Automated phone or text message alerts (if available).
(b) The local authority shall make reasonable efforts to inform residents and businesses in advance of any potential emergency snowfall event. [Ord. 1000 § 1, 2024].
12.21.050 Enforcement. Revised 2/25
(a) Enforcement of parking restrictions shall be the responsibility of the Granby police department or code enforcement officers.
(b) In addition to the fees for towing and storage provided for in GMC 12.21.030, the registered owner of any vehicle found to be in violation of this chapter may be issued a citation and subject to the following penalties:
First offense $50.00, second offense $75.00, third offense $100.00, and all additional violations of this chapter beyond the third offense shall be subject to penalty in accordance with GMC 1.05.090. [Ord. 1000 § 1, 2024].
12.21.060 Exemptions. Revised 2/25
Vehicles may be exempt from parking restrictions on designated streets during emergency snowfall events under the following circumstances:
(a) Emergency vehicles;
(b) Vehicles actively engaged in snow removal operations authorized by the town; and
(c) Vehicles displaying valid permits or passes issued by the local authority exempting them from parking restrictions during emergency snowfall events. [Ord. 1000 § 1, 2024].
