16-24-010 NC neighborhood commercial district established.
The NC neighborhood commercial district is established as the most restrictive commercial district due to the interaction and proximity of residential uses. The intent of this district is to promote commercial land uses that will effectively compliment or maintain the quality and integrity of the neighborhood; to stabilize the residential neighborhood adjacent to the commercial district against possible detrimental effects that might be created due to their close proximity to commercial establishments. The location of any commercial activity in the neighborhood commercial district that has adverse effects upon the value, use or enjoyment of adjacent properties or upon the health, safety, welfare or morals of persons nearby will be prohibited. 16-24-020 Permitted principal uses.
A. Permitted principal uses in the NC district are as follows:
Abstractors
Art studies
Barber shops
Beauty shops
Book stores
Convenience stores
Delicatessen stores
Drug stores
Dry cleaning store
Florist shops
Gift shops
Hardware stores
Laundromats
Locksmith shops
Restaurants, excluding drive-ins
Shoe stores
Tobacco shops.
B. Any other similar retail uses not specifically listed herein, which are economically compatible with the other established uses, see Section 16-04-070 interpretations. (Ord. 2286 § 10.1, 1982)
16-24-030 Permitted accessory uses.
Permitted accessory uses in the NC district are as follows:
Fences as permitted in Chapter 16-68
Off-street parking and loading as permitted in Chapter 16-76
Signs as permitted in Chapter 16-64. (Ord. 2286 § 10.2, 1982)
16-24-040 Permitted special uses.
In the NC district, the following uses are conditional on the approval by the plan commission and the city council. See Sections 16-04-310 through 1604-370 of this code for further information.
A. Charitable organizations;
B. Churches and related religious institutions;
C. Governmental facilities including, but not limited to, the following uses:
1. Commuting terminals,
2. Cultural centers,
3. Day-care centers,
4. Drive-in restaurants,
5. Fire stations,
6. Police stations,
7. Parking structures,
8. Recreation centers,
9. Schools (kindergarten, elementary, junior, and senior high),
10. Utilities,
D. Motor vehicle service stations;
E. Planned unit developments as permitted in Chapter 16-56;
F. Seasonal and temporary uses as permitted in Chapter 16-84. (Ord. 2286 § 10.3, 1982)
