2.60.010 Creation – Membership.
There is established a youth commission consisting of seven members to be appointed by the mayor with the advice and consent of the board of trustees. The mayor, with the advice and consent of the board of trustees, shall designate one of its members to act as chairman. The members shall serve without compensation. The mayor shall serve the commission as an ex officio member, and shall appoint a village trustee to act as liaison between the commission and the board of trustees.
2.60.020 Members to be residents or employed in village.
The persons appointed to the youth commission shall be residents of the village, or persons employed within the village, or persons whose business, occupation or professional activity is carried on in a substantial degree within the village. When such residence, employment or professional activity within the village no longer exists, a member shall be deemed to have resigned from the commission.
2.60.030 Meetings and attendance.
The chairman of the commission, or some person designated by him, shall maintain a record of attendance of each member thereof. The commission shall hold monthly meetings between the months of September and June.
2.60.040 Term of office.
The term of office of each member of the commission shall be for four years and until his successor shall be appointed and shall qualify. The members of the youth commission shall serve for the following terms: one for one year; two for two years; two for three years; two for four years. The successor to such member so appointed shall serve for a term of four years.
2.60.050 Purpose.
A. The purpose of the commission is to conserve the human resources represented by the Riverdale youth, and to protect and preserve the Riverdale community by creating and encouraging programs designed to promote good adjustment, responsibility, independence, citizenship and sportsmanship among the Riverdale youth, by utilizing available facilities, inaugurating programs and methods of education and reeducation and training directed toward the well-being of Riverdale youths.
B. The commission is to reflect a sensitivity to the needs of the youth and fulfillment of the role of advocate-spokesman for the youth. The achievement of this task offers the youth recognition, respect and participation within their village government.
2.60.060 Functions and powers.
The commission shall perform and exercise the following functions and powers:
A. To cooperate with the mayor, the board of trustees, village departments, agencies and officials in carrying out a comprehensive program of youth welfare involving all public and voluntary agencies of the community in promoting the providing of services and facilities to the youth of Riverdale and their families;
B. To recommend such legislative action to the board of trustees as it may deem appropriate to effectuate the purposes of the commission. The commission, through its chairman or other designated member, shall report annually in writing to the mayor and board of trustees, on or before April 1st of each year. Such report shall cover the activities and scope of the commission for the preceding municipal year and recommendations for the forthcoming municipal year;
C. To invite, enlist and encourage the cooperation of all public and private voluntary agencies, religious groups, ethnic groups, community, labor and business organizations, fraternal and benevolent societies, and other groups in the village, in carrying out their mission as the same affects Riverdale youth and their families.
2.60.070 Organization.
The commission may elect from its members a secretary and such other officers as it may deem advisable. The commission may adopt rules of order and procedure for the conduct of its business. Four members of the commission shall constitute a quorum. The chairman of the commission, the mayor of the village, or any three members of the commission shall have the authority to call special meetings of the commission. The mayor, with the advice and consent of the board of trustees, is authorized to fill any vacancy which may arise for its unexpired term.
2.60.080 Facilities and services available.
All meetings shall be held in the Municipal Building, subject to the approval of the board of trustees as to the time, date and location. All personnel of the village shall cooperate with the commission whenever possible.
2.60.090 Power to incur financial liability.
Neither the commission nor any member thereof shall incur any financial liability in the name of the village of Riverdale without specific authority from the mayor and board of trustees and the appropriations therefor by the mayor and board of trustees.
