10.12.010 Unlawful marking.
It shall be unlawful for any person to letter, mark, or paint in any manner any letters, marks, or signs on any sidewalk, curb, street, or alley. It shall also be unlawful for any person to post on a parking strip, anything designed or intended to prohibit or restrict parking in front of any sidewalk, dwelling house, business house, or in any alley, except in compliance with the provisions of this title. 10.12.020 Method of parking.
A. No person shall stand or park a vehicle in a street other than parallel with the edge of the roadway, headed in the direction of lawful traffic movement, and with the curbside wheel of the vehicle within 15 inches of the edge of the curb, except where the street is marked or signed for angle parking. Where there are no defined curbs on the streets, roads, highways and alleys of the city, all motor vehicles parking thereon shall park parallel to and as far off the traveled portions of such streets, roads, highways and alleys as is reasonable under the circumstances.
B. Where parking space markings are placed on a street, no person shall stand or park a vehicle other than at the indicated direction and within a single marked space, unless the size or shape of such vehicle makes compliance impossible.
C. Whenever the owner or driver of a vehicle discovers that such vehicle is parked immediately in front of or close to a building to which the fire department has been summoned, he shall immediately remove such vehicle from the area unless otherwise directed by police or fire officers. 10.12.030 Prohibited parking.
In addition to provisions of the motor vehicle laws of Oregon prohibiting parking, no person shall park:
A. A vehicle upon any bridge, viaduct, or other elevated structure used as a street or within a street tunnel in this city, unless marked or indicated otherwise.
B. A vehicle in any alley except to load or unload persons or materials not to exceed 20 consecutive minutes in any two-hour period.
C. A vehicle upon any street for the principal purpose of:
1. Displaying such vehicle for sale.
2. Displaying advertising from the vehicle.
3. Within 10 feet of any fire hydrant or within 30 feet of any fire station.
4. Washing, greasing, or repairing such vehicle except repairs necessitated by an emergency.
5. Selling merchandise from such vehicle except in a duly established market place or when so authorized or licensed under the ordinances of this city.
6. Storage, or as junkage or dead storage for more than 72 hours.
7. Between the curb or traveled portion of the street or alleyway where there is no curb and the private property line, except where such parking is within a driveway and does not obstruct a sidewalk or other established use of the city’s right-of-way or clear vision areas for vehicular or pedestrian traffic.
8. On the roadway side of a vehicle already parked.
9. Upon a street where the portion of the street is so designated by a no parking sign, or yellow-painted curb, or both.
D. A vehicle upon any parkway except where specifically authorized.
E. A vehicle upon private property without the consent of the owner or the person in charge of such private property.
F. A vehicle upon city/public property unless conducting business with that city or entity during normal business hours. The city administrator, or his designee, may grant an exception. [Ord. 2011-03 § 12; Ord. 2004-13 § 1; Ord. 2004-11; Ord. 6-1 § 13, 1969].
10.12.040 Mobile home, motor home, camper, van, car or truck parking – Prohibitions.
No person shall park any mobile home, motor home, van, car, camper, camp trailer, boat or other recreational vehicle, truck or utility trailer:
A. In one location on any portion of any public street or alley for any period longer than 72 consecutive hours; or
B. In one location on any portion of any public street, alley or in the front setback area of any residential property, when parking in such setback area impairs clear vision for traffic safety.
C. No person shall reside in any mobile home, motor home, van, camper, camp trailer, car, truck, tent, or any other type of non-dwelling living structure, in any front, side or rear yard area of any residential property for a period more than two weeks in any one calendar year. 10.12.050 Use of loading zone.
No person shall stop, stand, or park a vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials, freight, or passengers in any place designated as a loading zone during the hours when the provisions applicable to loading zones are in effect. 10.12.060 Use of passenger loading zone.
No person shall stop, stand or park a vehicle for any purpose or length of time other than for the expeditious loading of passengers in any place designated as a passenger loading zone during the hours when the provisions applicable to passenger loading zones are in effect. 10.12.070 Stopping, standing, or parking of buses and taxicabs.
The driver of a bus or taxicab shall not stand or park such vehicle upon any street in any business district at any place other than at a bus stop or taxicab stand, respectively, except that this provision shall not prevent the driver of any taxicab from temporarily stopping for the purpose of and while actually engaged in the loading or unloading of passengers. 10.12.080 Restricted use of bus and taxicab stands.
No person shall stop, stand, or park a vehicle other than a bus in a bus stand or other than a taxicab in a taxicab stand, except that the driver of a passenger vehicle may temporarily stop for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any bus or taxicab waiting to enter or about to enter such zone. 10.12.090 Moving vehicle.
The moving of any vehicle within a block shall not be deemed to extend the permissible time for parking it there. [Ord. 2011-03 § 18; Ord. 6-1 § 18, 1969].
10.12.100 Lights on parked vehicle.
No lights need be displayed on any vehicle parked in accordance with this title or parked upon a street where there is sufficient light to reveal any person or object within a distance of 500 feet upon such street. [Ord. 2011-03 § 19; Ord. 6-1 § 19, 1969].
10.12.110 Exemption.
The provisions of this title regulating the parking or standing of vehicles shall not apply to any vehicle of a city department or public utility necessarily in use for the collection, transportation, or delivery of United States mail. [Ord. 2011-03 § 20; Ord. 6-1 § 20, 1969].
