SEWERAGE SYSTEM CONNECTION RULES AND REGULATIONS

13.40.010 Established.
That connection to the sewerage system of the city of Hubbard, Oregon, shall be governed by the following regulations and conditions, which are declared and established as follows:
(1) No premises or property shall be connected to any city sanitary sewer unless the person, firm or corporation desiring the connection holds a valid permit from the city administrator or designee showing the premises or property to be connected; the person, firm or corporation requesting the connection; and such other information as may be required by the city administrator or designee.
(2) A sewer connection permit fee shall be charged at the time of requesting connection to the city sewers, in accordance with the fees and charges set by the city council. The permit fee shall be paid to the city administrator or designee, and shall be deposited in the sewer connection fund.
(3) Payment of the sewer connection permit fee does not obligate the city to make the sewer connection.
(4) A sewer connection permit shall be invalid after six months from its issue date unless renewed by the council for good cause.
(5) The sewer connection permit shall be filed with the city administrator or designee by the utilities superintendent when the connection has been inspected and certified as conforming to city specifications and requirements for sewer connections.
(6) Subject to city supervision and inspection, to assure connection conforming to city specifications and requirements, the sewer connection may be made by anyone selected by the permit holder and who, if anyone other than the property owner or occupant, prior to commencing work on any sewer connection within the city of Hubbard, has on deposit with the city administrator or designee a $500.00 cash deposit for a sewer connection and, in the case of multiple connections, a $250.00 cash deposit for each additional connection.
(7) Until the connection is certified by the utilities superintendent as meeting city specifications and requirements, the city administrator or designee shall retain the cash deposit and, when the connection is certified, the deposit shall be returned.
(8) If the connection is not completed in conformity with city specifications and requirements within a reasonable time after written notice from the utilities superintendent listing the incomplete items, the council may declare the deposit forfeited and apply it in payment of the costs of proper completion of the connection with any remainder to be deposited in the sewer connection fund.
(9) If connection made pursuant to these regulations requires making cuts or excavations in or under streets or alleys, a permit to do so shall first be obtained from the city administrator or designee. No such cut or excavation shall be allowed to remain open for longer than 72 hours and each such cut or excavation shall be at all times guarded or made safe against accident.
(10) All connections made pursuant to these regulations shall be left exposed until the utilities superintendent has inspected the connection and is satisfied that it complies with the city specifications and requirements for sewer connections. (Reso. 1982-12 § 1, 1982)
13.40.020 Specifications and requirements.
Notwithstanding any of the requirements or conditions of HMC 13.40.010, all connections to the city sewers shall conform to the specifications and requirements set forth in the “City of Hubbard, Oregon, Installation Requirements for Sanitary Building Sewers From Property to the Building Pursuant to City Ordinance,” as adopted by order of the city council, May 26, 1966, and amended thereafter.
