AMBULANCE SERVICE UTILITY

12.24.050 Criminal penalty and civil enforcement.
12.24.010 System created.
Pursuant to RCW 35.21.766, there is created and established for the city a system of ambulance service to be operated as a public utility of the city. (Ord. 521 § 1 (part), 2001)
12.24.020 System operation.
The system of ambulance service shall be operated under the direction of the city clerk-treasurer or his or her designee. (Ord. 521 § 1 (part), 2001)
12.24.030 Service charge.
A. A monthly service charge for the operation of the ambulance service shall be established by the city council. The amount of the charge shall be fixed from time to time by resolution of the city council.
B. The monthly service charge shall be collected from each residential unit in the city and from each business or commercial unit which is charged for water and/or sewer utility services.
C. The phrase “residential unit” for purposes of this chapter shall be defined to include:
1. Each single-family dwelling unit;
2. Each apartment or individual unit in a multiple-dwelling unit;
3. Each manufactured home, mobile home, or trailer occupied for a continuous period of greater than thirty days; and
4. Each other lot within the city that has been issued a city water meter that is not an active business or commercial unit property use.
D. The city clerk-treasurer may, upon written application therefor, suspend the ambulance service charges during the progress of construction or extensive reconstruction when the premises are incapable of being occupied due to such construction or reconstruction. (Ord. 616 § 1, 2012)
12.24.040 Billing Procedure.
A. Every residential, business, or commercial unit which is charged by the city water and/or sewer utility shall be assessed the ambulance service charge as provided in Section 12.24.030 and shall be billed on the standard form utilized by the city for water and sewer utility billing.
B. Residential units which are not customers of the city water or sewer utility shall be assessed the ambulance service charge as provided in Section 12.24.030, and shall be billed on a standard form developed by the city clerk-treasurer. (Ord. 521 § 1 (part), 2001)
12.24.050 Criminal penalty and civil enforcement.
A. Every person who fails to pay the service charge imposed by this chapter shall be guilty of a misdemeanor and, upon conviction, shall be subject to fine and/or imprisonment as set forth in Section 1.20.020
B. The service charge imposed by this chapter may be collected by appropriate civil action instituted for that purpose in lieu of or in addition to the institution of criminal proceedings. (Ord. 521 § 1 (part), 2001)
12.24.060 Use fees.
In addition to the utility fees established in this chapter, the city council shall establish by resolution from time to time a fee schedule for ambulance services used. (Ord. 525 § 1 (part), 2001)
