7.06.010 License required.

It is unlawful for any person except licensed dealers to keep any dog two months of age or older in the city without procuring a license for such dog. (Ord. 2151 § 1 (part), 2005: Ord. 1969 § 1 (part), 1996: Ord. 1683 § 4 (part), 1989).

7.06.020 Voluntary cat licensing.

Cat licensing, although recommended, is voluntary. (Ord. 2151 § 1 (part), 2005: Ord. 1969 § 1 (part), 1996: Ord. 1683 § 4 (part), 1989).

7.06.030 Licensing procedure.

A.    The city clerk or the authorized agents thereof shall issue pet licenses.

B.    The license application shall contain the date of issuance, a serial number, the type of animal, its name, age, color, gender, and the name, address and telephone number of the owner or keeper of the animal. At the time of application an owner or keeper of an animal shall provide a certificate from a licensed veterinarian showing that the animal is currently vaccinated against rabies and that the animal has been spayed or neutered in order to qualify for the reduced license fee.

C.    Upon providing required animal/owner information and paying the license fee, a license tag containing the license serial number and the expiration date, if applicable, shall be issued to the applicant. The license tag shall be attached to a collar which shall be worn by the animal at all times, except when such animal is engaged in a hunt or a sanctioned show. It is unlawful for any owner or keeper of any animal to permit it to wear a license tag without the license fee having been paid and license procured for such animal, or for anyone other than the owner or keeper of a properly licensed animal to remove the license tag.

D.    Licenses are not transferable from one animal to another. Annual licenses may be transferred from the original owner to a new owner. (Ord. 2151 § 1 (part), 2005: Ord. 1969 § 1 (part), 1996: Ord. 1683 § 4 (part), 1989).

7.06.040 License fees.

A.    The annual license fee for an animal is thirty dollars, if paid between December 1st and January 31st.

B.    If the animal is spayed or neutered the basic fee is ten dollars, if paid between December 1st and January 31st.

C.    Persons who are low-income senior citizens or totally disabled as defined in CMC 13.04.025 may purchase a license for a spayed or neutered animal for a five-dollar fee, and the license shall remain valid while the animal resides with the applicant.

D.    In the event a required annual license has not been purchased before February 1st, an additional twenty-dollar fee shall be added to each license.

E.    Lost license tags may be replaced by a substitute tag issued by the city clerk or authorized agent for a fee of one dollar. (Ord. 2151 § 1 (part), 2005: Ord. 1969 § 1 (part), 1996: Ord. 1683 § 4 (part), 1989).

7.06.050 Enforcement.

The chief of police may designate a commissioned officer in the police department to conduct an annual house-to-house canvass after February 1st of each year to ascertain the presence of unlicensed adult dogs and the identities of their owners or keepers. On finding any unlicensed adult dogs, the officer shall give verbal or written notice to the owner or keeper that a license must be obtained or the dog must be removed from the city on the date of the notice.
