2.30.010 Office established.
There is established the office of neighborhoods. The office of neighborhoods shall be affiliated with the mayor’s office for the purpose of providing technical and leadership assistance to geographical and informational areas within the city which areas meet the guidelines as established by the director of the office of neighborhoods. Such areas shall hereinafter be referred to as “neighborhoods.” (Ord. 1682-90 § 1, 1990)
2.30.020 Objectives.
In establishing the office of neighborhoods, the city council, office of the mayor and citizens seek to achieve the following:
A. To create a positive working relationship between the city and its neighborhoods in order to assist in providing the neighborhoods with the tools and resources for planning and development which reflect their individual/unique needs and values;
B. To design neighborhood plans, regulations and programs to suit the diverse character and development patterns of our city’s neighborhoods and to work with city departments towards an integrated planning process;
C. To strengthen and coordinate city departments’ responses to neighborhood problems and requests for help;
D. To foster cooperation and consensus among diverse interests within neighborhoods and to encourage the constructive settlement of disputes involving neighborhood groups, prospective land use applicants and the city; and
E. To facilitate communication between neighborhoods regarding common concerns. (Ord. 1682-90 § 2, 1990)
2.30.030 Appointment of director.
The director of the office of neighborhoods shall be appointed by the mayor. (Ord. 1682-90 § 3, 1990)
2.30.040 Director’s duties.
Under the supervision of the mayor, the director of the office of neighborhoods shall manage the office of neighborhoods in conformance with the city’s personnel policies, ordinances, city charter and perform the following functions:
A. Provide staff support to the council of neighborhoods;
B. Establish, maintain and provide staff support and technical assistance to existing and newly created neighborhoods;
C. Manage the preparation of the proposed annual budget of the office of neighborhoods, authorize necessary expenditures in accordance with the annual budget;
D. Establish necessary goals, policies and guidelines; and
E. Carry out such other activities and leadership as shall be prescribed by the mayor. (Ord. 1682-90 § 4, 1990)
2.30.050 Council of neighborhoods established.
There is established the council of neighborhoods which shall be composed of not to exceed two representatives from each neighborhood. The terms of the members shall be in accordance with Section 5.2 of the charter of the city. The council shall be a duly recognized advisory board pursuant to Chapter 2.76 and shall be advisory to the mayor. The responsibilities of the council shall include but not be limited to the following:
A. To make recommendations concerning the tools and resources needed for planning and development of the various neighborhoods;
B. To make recommendations concerning plans, regulations and programs needed to suit the diverse character and development patterns of the various neighborhoods;
C. To make recommendations concerning intercity departmental responses to neighborhood problems and concerns;
D. To encourage constructive settlement of disputes involving neighborhood groups, the city and prospective land use applicants;
E. To make recommendations as to the budget for the office of neighborhoods; and
F. To perform such other advisory tasks as may be prescribed by the mayor. (Ord. 2024-94 § 1, 1994: Ord. 1682-90 § 5, 1990)
2.30.060 Contracts authorized.
The director of the office of neighborhoods is authorized to recommend such agreements including interdepartmental agreements, consistent with provisions of law and the city charter, as she or he deems appropriate for carrying out the responsibilities, functions and activities of the office of neighborhoods. 2.30.070 Rulemaking authority.
The director of the office of neighborhoods may establish such rules, procedures and regulations consistent with this chapter as may be necessary and proper. (Ord. 1682-90 § 7, 1990)
2.30.080 Neighborhood fund.
A. There is established an office of neighborhoods within the general fund which shall be responsible for neighborhood planning and assistance purposes and shall be included as part of the regular budget process. For the initial year of operation, 1990, there is appropriated a sum of one hundred fifty-eight thousand, three hundred eighty-five dollars to be expended for salaries, benefits and all maintenance and operations.
B. Expenditures by the office of neighborhoods shall comply with all applicable provisions of the state constitution, state law, city charter and ordinances of the city, and shall be made from appropriations authorized by the council.
C. The finance director will provide city budget information in a format which segregates expenditures for block grant, capital and general budgets consistent with the city’s accounting and budgeting procedures. (Ord. 1682-90 § 8, 1990)
