10.44.010 Established – Exceptions.*

All through traffic by motor trucks, with or without trailers, having a licensed gross vehicle weight rating (G.V.W.R.) in excess of 10,000 pounds is prohibited on any and all streets or alleys within the city with the exception of:

A. Pacific Highway East;

B. 20th Street East from 54th Avenue East to 20th Street Drive;

C. 54th Avenue East from 20th Street East to the north city limits;

D. Valley Avenue East from 82nd Avenue East (Freeman Road) to 70th Avenue East;

E. 20th Street Drive;

F. Alexander Avenue East north of Pacific Highway East, southbound at all hours and northbound between the hours of 5:00 p.m. and 5:00 a.m.;

G. Industry Drive;

H. Port of Tacoma Road;

I. Frank Albert Road;

J. 70th Avenue East;

K. North Levee Road east of the west edge of 66th Avenue East (Milroy Bridge);

L. North Levee Road west of 66th Avenue East (Milroy Bridge): the weight limit is 26,000 pounds licensed gross vehicle weight rating (G.V.W.R.);

M. 20th Street East from 54th Avenue East to 70th Avenue East: the weight limit is 14,000 pounds licensed gross vehicle weight rating (G.V.W.R.);

N. Valley Avenue East from 70th Avenue East to 54th Avenue East: the weight limit is 14,000 pounds licensed gross vehicle weight rating (G.V.W.R.);

O. 54th Avenue East from Valley Avenue East to 20th Street East: the weight limit is 14,000 pounds licensed gross vehicle weight rating (G.V.W.R.);

P. 20th Street East from 70th Avenue East to the east city limits;

Q. Freeman Road East from the north city limits to Valley Avenue East;

R. 26th Street East from 70th Avenue East to the east city limits;

S. 34th Avenue East from Pacific Highway East to the north city limits; and

Review of Weight Restriction on Levee Road. After all of the following improvements have been made to the segment of North Levee Road from 66th Avenue East (Milroy Bridge) to Frank Albert Road, the City Council shall, after a public hearing, consider whether or not to repeal the amendments made in Section 2 of this Ordinance No. 1717 as to such segment:

1. All lanes of travel shall be 11 feet wide or wider;

2. All shoulders shall be four feet wide or wider on each side of the road; and

3. All intersections shall be improved so as to permit WB-62 trucks to turn directly into the intended lane of travel without entering any other lane except to cross it.

The public hearing shall be held within 90 days after completion and acceptance by the City of all of the improvements set forth above.

10.44.015 Hazardous materials.

Motor vehicles transporting nonradioactive hazardous material in types and quantities which require placarding pursuant to 49 C.F.R. 172.504 are prohibited on North Levee Road west of 66th Avenue East (Milroy Bridge) to the western city limits. This section shall not apply where the point of origin or point of destination (delivery) for the motor vehicle is on North Levee Road west of 66th Avenue East to the western city limits. 10.44.020 Loading or unloading permitted – Restrictions.

All trucks of the size designated in FMC 10.44.010 desiring to load or unload within the city shall be permitted to travel on city streets to their destination or from their point of origin; provided they restrict travel upon any city street to the minimum, and use arterials wherever possible. (Ord. 441 § 2, 1977).

10.44.025 Length restrictions on Levee Road East and 66th Avenue East.

A. Motor vehicles with trailers (including but not limited to full trailers, semitrailers and pole trailers) having a combined overall trailer length exceeding 28 feet are prohibited on North Levee Road East from 70th Avenue East to the western city limits, and on 66th Avenue East, south of North Levee Road East. This section shall not apply where the point of origin or point of destination (delivery) for the motor vehicle is on North Levee Road East west of 70th Avenue East to the western city limits.

B. Measurement for a single trailer shall be from the front of the trailer or load to the rear of the trailer or load, whichever covers the greater distance. Measurement for double trailers shall be from the front of the first trailer or lot to the end of the second trailer or load, whichever provides the greatest distance.

10.44.030 Posting of signs.

The public works director shall post such signs as are appropriate, giving notice that through truck traffic is prohibited on all streets in the city except as indicated in this chapter. (Ord. 1859 § 17, 2014; Ord. 1315 § 2, 1998; Ord. 1309 § 2, 1998; Ord. 441 § 3, 1977).

10.44.040 Authority to fix load limits – Considerations.

The public works director is authorized and directed to fix load limits on the various streets of the city. In fixing such load limits, he shall take into consideration weather conditions, traffic, the type and quality of street surfacing, ballast, and dimensions. Such load limits shall become effective upon the posting of signs. (Ord. 1859 § 18, 2014; Ord. 441 § 4, 1977).

10.44.050 Applicability.

This chapter shall not apply to school buses, emergency vehicles, or city, county, state, or private water, sewer, street, telephone, electric power, gas, or cable TV maintenance vehicles. (Ord. 1717 § 3, 2010; Ord. 441 § 5, 1977).

10.44.060 Authority to stop trucks when.

A police officer shall have the authority to stop any truck to determine:

A. Its point of origin and destination; and

B. Its weight by causing the same to be driven to a public or private scale to be weighed. (Ord. 441 § 6, 1977).
