R-1 SINGLE-FAMILY RESIDENTIAL DISTRICT

15.26.010 Intent.
The intent of the R-1 district is to provide for a low-density, single-family residential type of development, including new manufactured homes, and to protect the area’s single-family residential character. (Ord. 680 § 2, 2003: Ord. 627 (part), 1999)
15.26.020 Allowed uses.
Allowed uses in the R-1 district are listed in Chapter 15.44.

15.26.030 Conditional uses.
The procedure for applying for a conditional use permit is described in Chapter 15.48. (Ord. 627 (part), 1999)
15.26.040 Lot area requirements.
A. When new lots are created through the subdivision or short subdivision process, minimum lot size is six thousand (6,000) square feet;
B. For existing lots that are smaller than six thousand (6,000) square feet, buildings may be built on the existing lot if:
1. All minimum yard requirements (see Section 15.26.050 below) can be met; and
2. Building height requirements (see Section 15.26.060 below) can be met.

15.26.050 Yard requirements.
Minimum yard requirements in the R-1 district are as follows:
A. Front, fifteen (15) feet from property line;
B. Rear, five feet from property line;
C. Side, five feet from property line, except that side yards along flanking side streets (i.e., on corner lots) must be not less than fifteen (15) feet. (Ord. 627 (part), 1999)
15.26.060 Building height.
A. Except as described in subsection B below, no building in the R-1 district may exceed twenty-four (24) feet in height.
B. Buildings with pitched roofs with a 5"/12” pitch or greater may not exceed twenty-eight (28) feet in height. (Ord. 627 (part), 1999)
15.26.065 Manufactured home standards.
A manufactured home must meet the following standards to qualify for use where allowed in areas zoned R-1:
A. All manufactured homes to be placed in the R-1 use district must be new;
B. The structure must be anchored to the concrete pad;
C. The structure must have a full block or concrete foundation around the perimeter;
D. The structure must have a minimum of one thousand (1,000) square feet living space;
E. The structure must have a pitched roof and a minimum of sixteen (16)-inch eaves as measured from the exterior facia to the exterior wall;
F. All utilities shall be underground;
G. The tongue, wheels and axles must be removed from the structure.

15.26.070 Off-street parking requirements.
A. Off-street parking requirements for all uses in the R-1 district are listed in Chapter 15.46.
B. Required off-street parking may not be provided in the required front, rear or side yards. (Ord. 627 (part), 1999)
15.26.080 Temporary occupancy of nonpermanent equipment.
Parking of small cargo trailers and recreational equipment in the R-1 district, including but not limited to boats, trailers, motorized dwellings, houseboats, horse vans, and the erection of other nonpermanent structures such as tents, are subject to the following limitations: Such equipment may not be used for living, sleeping, or other occupancy when parked or stored on a residential lot, or in any other location not approved for such use, except for temporary occupancy not to exceed fifteen (15) days in any calendar year. 15.26.090 Residence during house construction.
Temporary buildings placed on a lot for use during construction of the principal building may remain on the lot for no more than one year. In extenuating circumstances, the property owner may apply to the city for an extension of time that the temporary building may remain. (Ord. 627 (part), 1999)
