2.52.010 Creation—Purpose.
Pursuant to the authority conferred by RCW Chapters 41.08 and 41.12, there is created a civil service commission to execute the powers and perform the duties established by such state law in connection with the selection, appointment and employment of all personnel within the classified civil service. 2.52.020 Composition.
The civil service commission shall be composed of up to five members to be appointed by the city manager, who shall serve without compensation. Such commissioners shall have the qualifications prescribed by RCW 41.08.030 and 41.12.030. (Ord. 723 § 1, 2001; Ord. 75 § 2, 1972)
2.52.030 Applicants for employment.
All applicants for employment with the fire department and the police department except for police clerk-dispatcher for the city shall be required to have the qualifications, be subject to competitive examinations, have a tenure of office and be subject to removal as provided by the civil service regulations adopted by such commission consistent with said RCW Chapters 41.08 and 41.12. 2.52.040 Powers and duties.
The civil service commission upon appointment, qualification and organization shall hold meetings, adopt rules and regulations, perform the duties and exercise the powers of such commission in compliance with the state law governing same. (Ord. 75 § 4, 1972)
2.52.050 Present members—Eligible for benefits.
All members of the present fire department and the police department except police clerk-dispatchers of the city shall be eligible to the benefits accruing under RCW Chapters 41.08 and 41.12, and this chapter, by compliance with the regulations of the commission and upon successfully qualifying for permanent appointment and promotion on merit, efficiency and fitness which shall be ascertained by open competitive examination and impartial investigation.
