10.32.010 License – Required.
No person shall ride or propel a bicycle on any street or other public highway in the city or upon any part thereof without first having secured and attached to such bicycle a proper license tag as provided in this chapter. (Ord. 216 § 1, 1950)
10.32.020 License – Application – Display – Renewal.
A. Application for a license to own and operate a bicycle shall be made to the police department, upon a form to be approved by the mayor. The application shall be accompanied by a fee of $0.50, to be paid into the city treasury upon granting a license.
B. Upon receipt of such application in proper form the police department shall provide, at the expense of the city, a proper tag which the applicant shall cause to be attached to the frame of the bicycle in a substantial manner. The removal of any such tag, except by proper authority, is a violation of this chapter.
C. All licenses issued under this chapter shall be good for one year, or the remainder of any unexpired license period. All licenses shall expire on the first day of any calendar year, and the chief of police shall also deliver to each licensee a pamphlet setting out the provisions of this chapter and general rules for the use and operation of bicycles. 10.32.030 License – Conditions.
Every license issued under this chapter shall be deemed to be granted subject to the conditions set out through OMC 10.32.110. (Ord. 216 § 3, 1950)
10.32.040 Single ridership.
Only one person shall ride or propel a factory-made single-seated bicycle on any street or public highway in the city. (Ord. 216 § 3(a), 1950)
10.32.050 Speed – Safe operation.
No bicycle shall be ridden faster than is reasonable and proper, but every bicycle shall be operated with a reasonable regard to the safety of the operator and any persons upon the sidewalks, street and other public highways of the city. (Ord. 216 § 3(b), 1950)
10.32.060 Lights and reflectors.
No bicycle shall be permitted on the street or other public highway of the city between 30 minutes after sunset and 30 minutes before sunrise without a headlight visible under normal atmospheric conditions from the front thereof for not less than 200 feet indicating the approach or presence of the bicycle, firmly attached to such bicycle and properly lighted, or without a yellow or red light or reflector attached to and visible from 200 feet from the rear thereof. The headlight shall give a clear, white light. In addition it is mandatory that each bicycle shall be marked in front and rear with what is commonly known as “Scotch-Lite” tape in a manner approved and recommended by the police department, unless such material is not locally available. 10.32.070 Observance of traffic regulations.
Persons riding bicycles shall observe all traffic signs and regulations and shall stop at all stop signs. (Ord. 216 § 3(d), 1950)
10.32.080 Riding abreast.
No person shall ride or propel a bicycle upon any street or other public highway in the city abreast of more than one person riding or propelling a bicycle, unless upon special occasions, and then only by special permission of the police department. (Ord. 216 § 3(e), 1950)
10.32.090 Turns – Riding on right – Passing.
Every person riding or propelling a bicycle upon any street or other public way in the city shall observe all traffic rules and regulations applicable thereto, and shall turn only at intersections, signal for all turns, ride at the right-hand side of all sidewalks, streets or highways, pass to the left when overtaking vehicles and individuals that are moving at a slower speed, and shall pass vehicles on the right when meeting. 10.32.100 Sale or transfer reporting.
It shall be the duty of every person who sells or transfers ownership of any bicycle to report the sale or transfer to the police department of the city, which report shall contain the name and address of the person to whom the bicycle was sold or transferred, and such report shall be made within five days of the date of such sale or transfer. 10.32.110 Parking.
Bicycles shall be parked on the curbline and not more than three feet from the curb. No bicycles shall be parked in store entrances, or entrances to theaters or other business buildings. (Ord. 216 § 3(h), 1950)
10.32.120 Violations.
Any person who violates any of the provisions of this chapter shall, upon conviction thereof in the police court of the city, be punished by a fine of not more than $100.00. In addition to such penalty the police judge may, either in lieu of or in addition to such penalty or fine, prohibit the operation of such bicycle upon the streets, alleys and public places of the city for a period not to exceed 30 days, in which event the bicycle so used in such violation shall be impounded with the police department and retained by the department for the period that the operation thereof is prohibited.
