RESIDENTIAL THREE DISTRICT (R-3)

18.24.010 Intent.
The intent of the R-3 district is to provide areas for a mixture of housing types while still retaining the residential character by limiting uses to those that are compatible with residential areas. These areas are typically residential areas that have had a moderate to low build-out rate or have the potential for redevelopment or being annexed as a new residential area. (Ord. 660 § 9.01, 1985)
18.24.020 Uses allowed outright.
In the R-3 district the following uses and their accessory uses and structures are allowed outright:
A. Single-family dwellings;
B. Individual lot manufactured homes;
C. Day care centers (family);
D. Duplexes;
E. Multifamily dwelling units by planned unit developments;
F. Manufactured housing communities by planned unit development;
G. Horticultural practices;
H. Home occupations as permitted by Chapter 18.68 OMC;

18.24.030 Uses allowed by conditional use permit.
In the R-3 district the following uses and their accessory uses and structures are allowed by conditional use permit issued in accordance with Chapter 18.92 OMC:
A. Churches with any conditions imposed to be limited to the minimum necessary to reduce conflicts with permitted outright residential uses in the neighborhood;
B. Day care centers (agency);
C. Parks and playgrounds;
D. Public utilities and facilities (supporting intent of district);
E. Restaurants;

18.24.040 General standards.

18.24.050 Exceptions.
