RESIDENTIAL FOUR DISTRICT (R-4)

18.28.010 Intent.
The intent of the R-4 district is to provide areas for the development of multifamily dwellings where city services such as water, sewer and streets are readily available. This district will typically occur near downtown commercial areas. (Ord. 660 § 10.01, 1985).
18.28.020 Uses allowed outright.
In the R-4 district the following uses and their accessory uses and structures are allowed outright:
A. Apartments and boarding houses;
B. Day care centers (agency);
C. Day care centers (family);
D. Duplexes;
E. Multifamily dwellings;
F. Single-family dwellings;
G. Individual lot manufactured homes;
H. Home occupations as permitted by Chapter 18.68 OMC;

18.28.030 Uses allowed by conditional use permit.
In the R-4 district the following uses and their accessory uses and structures are allowed by conditional use permit issued in accordance with Chapter 18.92 OMC:
A. Churches with any conditions imposed to be limited to the minimum necessary to reduce conflicts with permitted outright residential uses in the neighborhood;
B. Commercial parking lots;
C. Libraries;
D. Offices and professional buildings;
E. Public utilities and facilities (supporting intent of district);

18.28.040 General standards.
Chapters 18.56 through 18.84 OMC, inclusive, list general standards that apply to uses and structures within this district. (Ord. 660 § 10.04, 1985)
18.28.050 Exceptions.
Placement of multifamily dwelling units on the site are subject to the setback, dimensional and design standards outlined in Chapters 18.56 through 18.84 OMC, inclusive. (Ord. 1126 § 11, 2012; Ord. 882 § 6, 1999; (Ord. 660 § 10.05, 1985)
