18.32.010 Intent.

The intent of the C-1 district is to provide for commercial uses within the city’s central business district. Primary uses in this district are retail sales and services. (Ord. 660 § 11.01, 1985)

18.32.020 Uses allowed outright.

In the C-1 district the following uses and their accessory uses and structures are allowed outright:

A. Bakeries;

B. Banks and financial buildings;

C. Barber and beauty shops;

D. Churches;

E. Congregate living facilities and dormitories by planned unit development subject to Chapter 18.67 OMC, except dormitories are prohibited in the CB-H district as defined in OMC 18.54.320;

F. Day care centers (agency);

G. Day care centers (family);

H. Drug stores;

I. Eating and drinking establishments;

J. Gift shops;

K. Home occupations as permitted by Chapter 18.68 OMC;

L. Medical buildings;

M. Micro processing/manufacturing establishments as permitted by Chapter 18.66 OMC;

N. Office buildings;

O. Pawn shops;

P. Printing establishments;

Q. Produce outlets;

R. Professional buildings;

S. Retail stores;

18.32.030 Uses allowed by conditional use permit.

In the C-1 district the following uses and their accessory uses are allowed by conditional use permit issued in accordance with Chapter 18.92 OMC:

A. Apartments;

B. Auto gasoline service stations or repair shops, subject to the following criteria:

1. All repair or service work shall be conducted entirely within an enclosed building, except for that repair or service work involving initial diagnosis, tire service or replacement, or work on vehicles larger than what can be accommodated within the service bays or garages,

2. All dismantled or partially dismantled vehicles and miscellaneous engine or auto parts on the site shall be stored out of the view of street traffic,

3. Vehicular access to the site shall be designed to minimize conflicts with pedestrians and with existing auto circulation systems,

4. The development and operation of the business shall be in conformance with the goals and policies of the comprehensive plan;

C. Hotels;

D. Hazardous waste treatment and storage facility, on-site;

E. Laundries and cleaning businesses;

F. Motels;

G. Parking lots (commercial);

H. Parks, open areas and plazas;

I. Pet shops and grooming businesses;

J. Private clubs and lodges;

K. Public buildings;

L. Radio stations;

M. Recreational facilities;

N. Rental outlets;

O. Repair shops;

P. Shopping centers and malls;

Q. Theaters and auditoriums;

R. Transportation facilities;

S. Utilities and communication structures;

18.32.040 General standards.

Chapters 18.56 through 18.84 OMC, inclusive, list general standards that apply to uses and structures allowed within this district. (Ord. 660 § 11.04, 1985)

18.32.050 Exceptions.

Nonconforming residential and commercial uses existing at the time of the adoption of the ordinance codified in this title can be enlarged, expanded or replaced upon the issuance of a conditional use permit in accordance with Chapter 18.92 OMC. (Ord. 660 § 11.05, 1985)
