A. The board of commissioners appoints a board to be known as the community action council, whose members shall be representatives of the civic and governmental groups in the county.

B. The county social agencies shall appoint a board whose membership shall comply with the law to consist of a maximum of seven members who shall represent the following agencies: public schools, Colville Indian Agency, county commissioners, public health, council of social agencies, department of public assistance, and the Grange.

C. The board shall have itself incorporated and adopt bylaws and take such other steps as may be found necessary to carry out the functions intended for it. (Res. R-417, 1965).
