SEWER SERVICE OUTSIDE OF CITY LIMITS

13.48.010 Sewer hook-up authorized.
Property owners outside the city limits shall be allowed to hook up to the Palouse city sewer system, subject to the conditions set forth in this chapter. [Ord. 689 §2, 1997].
13.48.020 Application required.
An application for sewer service outside the city limits shall be made to the Palouse city clerk-treasurer on a form to be provided by the clerk-treasurer. The application shall be accompanied by a fee which is double the fee charged to city of Palouse property owners under PMC 13.36.020. [Ord. 689 §3, 1997].
13.48.030 Agreement.
When approved by the city, an application shall constitute an agreement whereby the applicant agrees to conform with the provisions and restrictions of the city of Palouse relating to sewer service, including, but not limited to, those provisions and restrictions found in the Palouse Municipal Code and including PMC 13.48.050. [Ord. 689 §4, 1997].
13.48.040 Installation and maintenance costs.
The cost of installation and maintenance of any sewer line beyond the city limits shall be the responsibility of the users of that line. Such costs shall be divided equally among all users of the line. All sewer lines shall conform to specifications acceptable to the city. [Ord. 689 §5, 1997].
13.48.050 Sewer line easement.
The city of Palouse shall have an easement along all sewer lines installed pursuant to this chapter. Such easement shall give the city the right to inspect, replace and maintain such pipelines in such a manner as the city shall see fit. The acquisition and grant of any necessary sewer line easements together with any costs associated therewith shall be the sole responsibility of the property owner gaining sewer service. 13.48.060 Rates.
The sewer rate for sewer customers outside of the corporate limits of the city of Palouse shall be one and one-half times the rate charged for sewer customers within the corporate limits (see PMC 13.40.010 and 13.40.015). [Ord. 689 §7, 1997].
13.48.070 Right to restrict access.
The city of Palouse, by and through the city council, retains the right to refuse sewer service to any applicant under this chapter for any reason or to terminate service to any sewer customer for any reason without warning. [Ord. 689 §8, 1997].
13.48.080 Eligible buildings.
Only buildings completed as of January 1, 1998, shall be eligible for sewer service under this chapter. [Ord. 689 §9, 1997].
