SANITARY SEWER RATE SCHEDULE

13.26.020 Sanitary sewer service charges.
A. The minimum charge per month for sewer service and disposal, for each single-family residential unit, mobile home or trailer, and each dwelling unit of a duplex or multiple-family residential building shall be as set forth by city council in the master fee schedule.
B. All commercial customers, including recreational vehicle parks and other customers not specifically included in subsection A of this section, shall be included in this subsection. All said commercial users as defined in this subsection shall pay a minimum monthly charge and a monthly user or consumption fee based upon the metered water delivered to the premises. The use or consumption fee shall be applied on a per meter basis and is based on water delivered to each meter on a per 100-gallon rate. The minimum monthly charge and the user or consumption fee charge are set forth by city council in the master fee schedule.
C. Industrial or commercial sewer system customers disposing of other than domestic strength sewage, that is, sewage of a type, composition, toxicity or in amounts greater than discharged by an equivalent residential unit, shall be calculated by the public works director or, where the industrial or commercial customer does not obtain water from the city’s domestic water system, will be subject to individually applied rates as established by the public works director. The public works director, at his discretion, may require the customer to measure its discharge into the city sewer system to assist at arriving at an appropriate rate.
D. Where the use of water by an industrial or commercial customer is such that a majority of the water delivered to the customer does not discharge into the city sewer system due to its evaporation or use in the manufacturing process, such as ice making, canned goods, beverages or similar processes, the customer shall provide proof thereof satisfactory to the public works director as to the amount and composition of the discharge into the city sewer system and the rate to be paid by the customer shall be adjusted accordingly by the public works director.
E. The rate for sewage service and disposal provided to customers whose premises or property is located outside of the city limits shall be set forth by the city council in the master fee schedule.
F. Where the use of water by an existing mixed use development does not comply with WRMC 13.45.035, Individual customer determination – Separate connections required, the sewer rate to be paid by the customer shall be set forth by city council in the master fee schedule. This type of customer class would not be eligible for the low-income senior citizen discount or low-income permanently disabled citizen discount, WRMC 13.26.030. Prior to any changes in existing use, the customer will be required to modify the development’s plumbing and install additional water meters to comply with WRMC 13.45.035.
G. At the time sewer lines have been installed and connected to a building that has otherwise qualified for a certificate of occupancy, sewer charges will be billed according to the sanitary sewer rate schedule as outlined in the master fee schedule. The effective date for sewer billing shall be based on the date the certificate of occupancy is issued or as defined by the public works director or designee. 13.26.030 Low-income senior citizen and low-income permanently disabled citizen charges.
A. A single-family residential sewerage account in the name of a low-income senior citizen or low-income permanently disabled citizen shall be charged at a rate as set forth by the city council in the master fee schedule.
B. A reduced sewerage service charge pursuant to this section shall be limited to one per eligible individual and one for each property served.
C. The application, determination of eligibility and administration of the low-income senior citizen and low-income permanently disabled citizen domestic sewer rates shall be in accordance with the provisions of WRMC 1.20.010. 13.26.040 Economic development rate.
A. Terms and conditions of negotiated rate will be by contract for approval by the city council.
B. Will be based upon the benefits derived from the new load and/or employment opportunities that expand the local economy.
C. Will utilize marginal costing concept. [Ord. 16-03 § 1, 2003].
13.26.060 Subject to change.
The city council expressly reserves the right to change or revise the rates for sewer service, as provided in this chapter, by ordinance. [Ord. 16-03 § 1, 2003].
