COMPREHENSIVE WATER SYSTEM PLAN

13.40.010 Purpose.
The purpose of this chapter is to adopt, consistent with the West Richland comprehensive plan and WAC 248-54-580, a comprehensive water system plan for the city water service area lying within the city of West Richland including all water distribution facilities of the West Richland water system within the service area. 13.40.020 Adoption of reference.
The comprehensive water system plan prepared, published and recommended by the West Richland department of public works under the title “Water System Plan Update” dated March 2017, including worded text and maps, is by this reference adopted as the city of West Richland comprehensive water system plan for the West Richland water system service area as described in WRMC 13.40.010.
The plan has been endorsed with the title and number of the ordinance codified in this chapter, dated and signed by the mayor, attested to by the city clerk and is incorporated in this chapter as a part of the ordinance codified in this chapter.
A copy of the plan shall be recorded in the office of the city clerk as a part of this chapter, and copies shall be filed in the following departments of the city: public works. Copies shall also be filed with those departments or agencies of the state of Washington as may be required by WAC 248-54-580. [Ord. 10-17 § 1, 2017; Ord. 9-10 § 1, 2010].
13.40.030 Severability clause.
If any section, subsection, sentence, clause, phrase, part or portion of the ordinance codified in this chapter, including those portions adopted by reference, is for any reason held to be invalid or unconstitutional by any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this chapter. 13.40.040 SEPA compliance.
An environmental checklist was submitted on the recommended comprehensive water system plan adopted by the ordinance codified in this chapter. The responsible official evaluated the plan and issued a declaration of nonsignificance on August 16, 2016. This environmental information was made part of the record and accompanied the plan and recommendation during its consideration by the city council.[Ord. 10-17 § 2, 2017; Ord. 9-10 § 1, 2010].
