INTERNATIONAL BUILDING AND INTERNATIONAL RESIDENTIAL CODES

15.02.010 Adopted.
There is adopted and by this reference made a part of this chapter as though fully set forth herein, at length, that certain code known as the International Building Code, 2021 Edition, as amended by Chapter 51-50 WAC, including all appendices, and the International Residential Code, 2021 Edition, as amended by Chapter 51-51 WAC, including all appendices, as the building code and standards of the city of Westport. 15.02.020 Amendments.
The following sections of the International Building Code and International Residential Code as adopted in WMC 15.02.010 are amended to read as follows:
Section 101.1 These regulations shall be known as the Building Code of the City of Westport, Washington, hereinafter referred to as “this code.”
Section 101.4.3. Plumbing. The provisions of the 2012 Uniform Plumbing Code as adopted by the City of Westport Chapter 15.04 shall apply to the installation, alteration, repair and replacement of plumbing systems, including equipment, appliances, fixtures, fittings and appurtenances, and where connected to a water or sewage system and all aspects of a medical gas system. The provisions of the State of Washington requirements for private sewage disposal shall apply to private sewage disposal systems.
Section 101.4.6. Energy. The provisions of the 2012 or latest adopted State of Washington Energy Code adopted by City of Westport Chapter 15.28 Westport Municipal Code shall apply to all matters governing the design and construction of buildings for energy efficiency.
Section 105.2 Work exempt from permit. A permit shall not be required for the following activities, which are in addition to those already listed in section 105.2 of the International Building Code and International Residential Code:
1. One-story detached accessory structures used as tool and storage sheds, tree supported play structures, playhouse and similar uses, provided the floor area does not exceed 120 square feet (11.15m2).
2. Sidewalks, decks and driveways less than 30 inches (762 mm) above grade and not over any basement or story below and which are not part of an accessible route or means of egress.
3. Prefabricated swimming pools accessory to a One- and Two-Family Dwelling or Group R-3 occupancy, which are less than 24 inches (610 mm) deep, do not exceed 5,000 gallons (18,925L) and are installed entirely above ground.
4. Shade cloth structures constructed for nursery or agricultural purposes and not including service systems.
Section 109.3 Building Permit Valuations. The value for commonly built structures shall be determined by using the most recent Building Valuation Data Table published by the International Code Council.

15.02.025 Fees.
Building, mechanical, and plumbing permit fees shall be calculated and collected with the current building department fee schedule. Changes to the adopted schedule shall only be made after the director of public works posts the proposed updated schedule at least 10 days prior to a regularly scheduled city council meeting. The posting shall inform the public that if there is objection to the fees as set forth that they shall make their objections known at the next scheduled Westport city council meeting. Upon approval by the city council at the scheduled meeting, the updated fees shall become effective immediately. (Ord. 1565 § 3, 2014)
15.02.030 Violation deemed misdemeanor.
Any violation of the provisions of the International Building Code or International Residential Code as herein adopted is a misdemeanor. The building official or his designee shall have the authority to issue citations for violation of this chapter. (Ord. 1536 § 2, 2013)
