16-36-010 LM light manufacturing district established.
The LM light manufacturing district is established as a transitional zone between residential/retail uses and those of heavy manufacturing activities that create offensive and noxious influences. The intent of this district is to provide space for light manufacturing assembling, finishing of products (this does not include the processing of raw materials), wholesaling, warehousing and storage without adversely affecting the health, safety, convenience, and welfare of people living and working in nearby areas; and to protect the manufacturing district from incompatible uses by prohibiting the encroachment of residential dwellings, thereby ensuring adequate space for future manufacturing developments. 16-36-020 Permitted principal uses.
A. Permitted principal uses in the LM district are as follows:
Assembly of electronic and electrical appliances
Apparel and textile manufacturing products
Bakery production and distribution for wholesale uses
Battery manufacturing and rebuilding
Belting manufacturing
Bicycle manufacturing
Bottled gas dealers
Broom and brush manufacturing
Building materials sales
Cabinet shops
Canvas and canvas products manufacturing
Carpet manufacturing
Ceramic, tile, pottery and glaze manufacturing
Cleaning and dyeing establishments
Coating fabrics manufacture
Contractor’s and construction shops
Cork and cork products manufacture
Dairy product and distribution
Drapery product and distribution
Drugs and pharmaceutical products manufacture
Electrical motor manufacture
Engraving industry
Felt manufacture
Fuel oil distributor
Glass products
Green houses
Hardware stores
Ice cream and ice manufacture
Laundries
Linen, towels, diaper supply services
Lumber yards
Machinery sales and services
Mail order sales and warehousing
Metal polishing and plating
Metal products manufacturing
Mill work and molding storage
Monument sales
Musical instrument manufacture
Paint shops
Parcel delivery station
Perfume and cosmetic manufacturing
Plastic product manufacturing
Printing and publishing of newspaper and periodicals for distribution
Rubber products manufacture, excluding synthetic rubber processing
Shoe and boot manufacturing
Sporting equipment manufacturing
Storage of nonflammable goods
Tool and die shops
Toy manufacture
Trailer and mobile house manufacture
Warehousing, including mini warehouse.
B. Any other manufacturing uses that are economically compatible as determined by the department of planning and building. (Ord. 3445 § 4(B), 2021; Ord. 2286 § 13.1, 1982)
16-36-030 Permitted accessory uses.
Permitted accessory uses in the LM district are as follows:
Fences as permitted in Chapter 16-68;
Off-street parking and loading as permitted in Chapter 16-72;
Signs as permitted in Chapter 16-64. (Ord. 2286 § 13.2, 1982)
16-36-040 Permitted special uses.
In the LM district, the following uses are conditional on the approval by the planning and zoning commission and the city council. See Sections 16-04-310 through 16-04-370 of this code for further information.
A. Adult business;
B. Automobile service station;
C. Cannabis craft grower;
D. Cannabis cultivation center;
E. Cannabis cultivation center, medical;
F. Cannabis infusers;
G. Cannabis processors;
H. Cannabis transporters;
I. Chemical waste treatment (no on-site disposal);
J. Day care center,
K. Governmental facilities, including but not limited to:
1. Commuting terminals,
2. Cultural centers,
3. Fire stations,
4. Police stations,
5. Parking structures,
6. Recreation centers,
7. Utilities;
L. Heliports;
M. Kennels and animal hospitals;
N. Planned unit developments as permitted in Chapter 16-56 of this code;
O. Seasonal and temporary uses as permitted in Chapter 16-84 of this code;
P. Video game terminal as principal use or accessory use;
Q. Motor vehicle and truck repair, painting and reconditioning;
R. Cartage and express facilities;
S. Motor vehicle, truck and marine sales (new);
T. Truck brokerage;
U. Truck, tractor, trailer or bus storage;

16-36-045 Prohibited uses.
The following uses are prohibited in the LM district:
A. Sales of motor vehicle parts, including tires.
B. Motor vehicle, truck and marine sales (used).
C. Storage of inoperable vehicles, in which over ten (10) percent of lot coverage is allocated to said storage.
D. Temporary structures for the uses enumerated in Section 16-36-040 of this code, in which the primary building (including modular or factory-built structures) are erected and are determined by the city administrator or his/her designee to (1) lack utility connections, (2) not be suitable for all-season use, or (3) be considered suitable for temporary use only. 16-36-050 Site and structure requirements.
Site and structure requirements in the LM district are as follows:
