16-32-010 HC highway commercial district established.
The HC highway commercial district is established to provide avenues/corridors in which the primary use of the land is devoted to commercial establishments that cater specifically to the needs of customers who travel primarily by motor vehicle. The intent of this district is to promote the orderly development of highway-oriented commercial activities; and to encourage arterial commercial uses at appropriate locations that minimize traffic hazards and congestion. The land use type of the highway commercial district is one of high intensity due to mobility of motor vehicles. The location of any commercial establishment in this district that interferes/interrupts the traffic flow or creates a hazard condition will be prohibited. 16-32-020 Permitted principal uses.
A. Permitted principal uses in the HC district are as follows:
Apparel stores
Appliance stores
Automobile washing
Bakery goods for retail sale only from premises
Banks
Beverage, bottling and distributing
Bicycle sales and services
Building material sales
Catering stores
Clubs and fraternal organizations
Contractors and construction offices
Department and discount stores
Dairy product distributors
Drug stores
Dry cleaning services
Employment agencies
Exterminating services
Florist shops
Frozen food lockers
Greenhouses and wholesale growers
Hardware stores
Mail order houses, mini warehouses
Mobile home sales and services
Motorcycle sales and services
Motor equipment sales and services
Mortuary services
Pet shops
Plumbing and heating sales and services
Printing and copying of stationery and papers
Professional offices
Radio and TV sales and services
Real estate office
Recreation indoor and outdoor
Restaurants including drive ins
Sporting good stores
Trade schools
B. Any other similar uses as determined by the department of building and planning that are not specifically listed herein, but which are economically compatible with other established uses and in which all storage of materials is within the buildings on the premises. 16-32-030 Permitted accessory uses.
Permitted accessory uses in the HC district are as follows:
Cannabis craft growers and cannabis infusers may be an accessory use to a cannabis dispensary notwithstanding the use limitations in the zoning district, but only where allowed by state law and approved with a cannabis dispensary’s special use permit
Fences as permitted in Chapter 16-68
Off-street parking and loading as permitted in Chapter 16-72

16-32-040 Permitted special uses.
In the HC district, the following uses are conditional on the approval by the planning and zoning commission and the city council. See Sections 16-04-310 through 16-04-370 of this code for further information.
A. Adult business, See Chapter 16-84 of this code;
B. Amusements, indoor and outdoor including arcades and pool halls;
C. Automobile service stations;
D. Cannabis craft grower;
E. Cannabis dispensaries;
F. Cannabis dispensaries, medical;
G. Cannabis infusers;
H. Day care centers;
I. Governmental facilities, including but not limited to:
1. Commuting terminals,
2. Cultural centers,
3. Fire stations,
4. Police stations,
5. Public parking lots,
6. Public utilities.
J. Kennels and animal hospital;
K. Institutions for children;
L. Liquor stores;
M. Seasonal and temporary use as permitted in Chapter 16-80 of this code;
N. Shelter care homes, as permitted in Chapter 16-88 of this code;
O. Taverns;
P. Video gaming as a principal use or as an accessory use;
Q. Motor vehicle repair services;
R. Motor vehicle, truck, and marine sales (new);
S. Motor vehicle, truck, and marine sales (used);
T. Auto parts and accessories;
U. Truck, tractor, trailer or bus storage as an accessory use;
V. Truck terminal;
W. Tire sales and services;
X. Trailer sales and services;

16-32-045 Prohibited uses.
The following uses are prohibited in the HC district:
A. Truck, tractor, trailer or bus storage as a principal use, in which over twenty-five (25) percent of lot coverage is allocated to said storage.
B. Storage of inoperable vehicles, in which over ten (10) percent of lot coverage is allocated to said storage.
C. Temporary structures for the uses enumerated in Section 16-32-040 of this code, in which the primary building (including modular or factory-built structures) is erected and is determined by the city administrator or his/her designee to (1) lack utility connections, (2) not be suitable for all-season use, or (3) be considered suitable for temporary use only. 16-32-050 Site and structure requirements.
Site and structure requirements in the HC district are as follows:

16-32-060 Accessory structures.
In the HC district:
