10.60.010 No-parking places designated.

It is unlawful to permit any vehicle to stand at any time in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the directions of a policeman or traffic-control device:

A. In any intersection;

B. In a crosswalk;

C. Upon any bridge or viaduct, or in any subway or tunnel or the approach thereto;

D. Between a safety zone and the adjacent curb or within thirty feet of a point of the curb immediately opposite the end of a safety zone;

E. Within thirty feet of a traffic signal, beacon or sign on the approaching side;

F. Within twenty feet of any intersection or crosswalk;

G. At any place where the standing of a vehicle will reduce the usable width of the roadway for moving traffic to less than eighteen feet;

H. Within fifteen feet of a fire hydrant;

I. At any place where the vehicle would block the use of a driveway;

J. Within fifty feet of the nearest rail of a railroad grade crossing;

K. Within twenty feet of the driveway entrance to any fire department station and on the side of the street opposite the entrance to any such station within seventy-five feet of such entrance when properly signposted;

L. Within twenty feet of any entrance to or exit from a church, school or theater;

M. On any sidewalk or parkway;

N. At any place where official signs prohibit parking;

O. Alongside or opposite any street excavation or obstruction when such parking would obstruct traffic;

P. On the roadway side of any vehicle parked at the edge or curb of a street;

10.60.030 Two-hour parking between seven a.m. and six p.m.

It is unlawful to park any vehicle for a period of more than two hours between the hours of seven a.m. and six p.m. of any day except Sundays and holidays, in any of the following places:

From 141st Street and Atlantic Street to 142nd Street and Highlawn on the west side thereof.

10.60.040 Two-hour parking between eight a.m. and two p.m.

No person shall park or allow to remain standing any motor vehicle on the streets described in this section, within the village, for more than a period of two hours between the hours of eight a.m. to two p.m., Monday through Friday, except Saturday, Sunday and holidays:

Atlantic Avenue from 143rd Street to 146th Street.

Atlantic Street from 136th Street to 140th Street.

Clark Street from 139th Street to 140th Street.

Clark Street from 143rd Street to 146th Street.

Dearborn Street from 138th Street to 140th Street.

10.60.042 Three-hour parking between eight a.m. and two p.m.

No person shall park or allow to remain standing any motor vehicle on the streets described in this section, within the village, for more than a period of three hours between the hours of eight a.m. to two p.m., Monday through Friday, except holidays and except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control device.

A. Stewart Avenue on the even numbered side of the street, between the T alley on the 144th Street block and 144th Street.

B. Stewart Avenue between the T alley on the 143rd Street block and 144th Street.

C. Eggleston Avenue between the T alley on the 144th Street block and 144th Street.

D. Eggleston Avenue between the T alley on the 143rd Street block and 144th Street. (Ord. 99-10, 1999)

10.60.045 Two-hour parking between eight a.m. and six p.m.

A. No person shall park or allow to remain standing any motor vehicle on the streets described in this subsection within the village for more than a period of two hours between the hours of eight a.m. and six p.m., Monday through Saturday inclusive:

Indiana Avenue, west side, from 141st Street to 146th Street.

144th Street from Emerald Avenue to Halsted Street.

Emerald Avenue from 143rd Street to 145th Street.

Perry Avenue, east side, from 134th Street to the Chessie System Railroad tracks.

B. It is unlawful to park any vehicle for a period of more than two hours between the hours of eight a.m. and six p.m. of any day except Sunday and holidays in any of the following places:

On either side of the street on 144th Street from Wabash Avenue, West to 144th Street and Low Avenue. (Ord. 89-18 § 1, 1989; Ord. 88-19 § 2, 1988; Ord. 85-9 § 1, 1985)

10.60.050 Parking permit stickers for residents of streets described in RMC 10.60.040.

A person who resides on the streets described in RMC 10.60.040, upon furnishing satisfactory evidence to the village clerk and proper application made, may be issued a parking permit sticker which, when properly displayed on the rear window of the motor vehicle, shall authorize parking on said streets for more than the two-hour limit; provided, however, that the parking permit shall only be valid for a distance of not more than one hundred feet of the front lot line of each applicant.

10.60.060 Loading zones.

During the time specified in this section it is unlawful for the driver of a vehicle to stand a passenger vehicle for a period of time longer than is necessary for the loading or unloading of passengers, not to exceed three minutes, and for the driver to stand any freight-carrying vehicle for a period of time longer than is necessary to load, unload and deliver materials, not to exceed thirty minutes, in any of the following places:

A. In any public alley, during any hour of the day or night;

B. At any place not to exceed seventy-five feet along the curb before the entrance to any hospital or hotel at any time;

C. At any place not to exceed seventy-five feet along the curb before the entrance to a public building between eight a.m. and six p.m., except on Sunday;

D. Directly in front of the entrance to any theater at any time the theater is open for business.

E. It is unlawful for the driver of the vehicle to stand a passenger vehicle for a period of time longer that it is necessary for the loading or unloading of passengers, not to exceed ten minutes on the northeast side of Eggleston Avenue at 144th Street at any time the day care center is open. 10.60.070 Overnight parking.

A. No person shall park or allow to remain standing any vehicle on any public street between the hours of eleven p.m. and six a.m., unless the vehicle displays a village vehicle license pursuant to Chapter 10.20 RMC. This overnight parking prohibition shall not apply to physicians or operators of emergency vehicles on emergency calls.

B. If a resident requires a temporary overnight parking exception to the overnight parking prohibition, said resident must acquire a “temporary overnight parking permit” in one of the following manners:

1. Upon application and payment of all requisite fees to the village clerk, a resident shall be issued a “temporary overnight parking permit” for their use or use by a temporary visitor of the resident for solely the respective overnight parking period. The applicable fee for a “temporary overnight parking permit” under this subsection (B)(1) shall be set annually by ordinance by the village of Riverdale board of trustees.

2. Upon a resident contacting by telephone the Riverdale police department on the date immediately prior to, or during, the overnight period for which a “temporary overnight parking permit” is requested and providing the Riverdale police department with: (a) the resident name and address to whom the permit is issued, (b) the vehicle make, model, and license plate number, and (c) the general location of the vehicle, a resident vehicle or vehicle of a temporary visitor of the resident shall be exempted from the overnight parking prohibition. The Riverdale police department shall issue the resident a confirmation number upon providing the Riverdale police department the information prescribed herein. There shall be no fee imposed by the village for issuance of a “temporary overnight parking permit” under this subsection (B)(2).

3. Such “temporary overnight parking permit” requests may be denied in the reasonable discretion of the Riverdale police department where there is reason to believe the request would jeopardize the health, welfare and safety of the village’s residents.

C. The village clerk is authorized: (1) to issue “temporary overnight parking permits” under subsection (B)(1) of this section, (2) to prescribe reasonable rules and procedures in relation thereto in order to implement the intent of this section. Any “temporary overnight parking permits,” issued under subsection (B)(1) of this section, shall be affixed, in accordance with the instructions printed thereon which are made a part thereof, at the lower right-hand corner on the inside of the glass portion of the windshield of the motor vehicle. Such “temporary parking permits” shall cease to be valid thirty days after issuance. All “temporary overnight parking permits” issued hereunder shall indicate the following: (1) the resident address to whom the permit was issued, (2) the vehicle make, model and license plate number, (3) the date for which the permit is valid, and (4) the expiration date of the permit. A “temporary parking permit,” issued under subsection (B)(1) of this section, that does not indicate the foregoing information on its face or that otherwise fails to comply with the requirements of this section will be invalid.

D. Upon application to the village clerk, an individual monthly “home health care permit,” exempting a home health care provider from the overnight parking prohibition, shall be provided to a home health care provider who is providing home health care services to a resident living within the village. Such permits shall be issued only upon submission of the following documents: (1) the name and address of the resident, (2) a letter from the resident’s physician indicating the resident’s name and address and that home health care services have been prescribed for the resident, and (3) certification from the home health care provider that he/she is employed as a licensed home health care provider and is providing such services to the resident. There shall be no fee imposed by the village for issuance of a “home health care permit.” Except as otherwise specifically stated in this subsection, “home health care permits” shall be subject to those requirements set forth in subsection C of this section.

E. Upon application to the village clerk, a “monthly overnight parking permit,” exempting military personnel, college students and individuals requiring daily home health care services, shall be provided to such individuals who are temporarily living with a resident living within the village. Such permits shall be issued only upon submission of the following documents: (1) the name and address of the resident, (2) in the case of military personnel, a valid military identification card, (3) in the case of a college student, evidence of active registration at an accredited college or university, and (4) in the case of individuals requiring daily health care services, a letter from the individual’s physician indicating the individual’s name and address, that daily home health care services have been prescribed for the individual, and certification from the resident that he/she is providing such services to the individual at their residence. The applicable fee for a “monthly overnight parking permit,” under this subsection E, shall be set annually by ordinance by the village of Riverdale board of trustees. Except as otherwise specifically stated in this subsection, “monthly overnight parking permits” shall be subject to those requirements set forth in subsection C of this section.

The director of public works shall post or cause to be posted, in a reasonably conspicuous manner, signs informing the public of the overnight parking prohibition at the following intersections:

1. 138th Street and Indiana Avenue;

2. 138th Street and Halsted Avenue;

3. 142nd Street and Indiana Avenue;

4. 142nd Street and Halsted Avenue;

5. 144th Street and Indiana Avenue; and

6. 144th Street and Halsted Avenue.

In addition to the six intersections identified above, the director of public works is authorized to post or cause to be posted signs informing the public of the overnight parking prohibition as the director of public works deems appropriate. 10.60.080 Parking at curb.

No vehicle shall be parked with the left side of such vehicle next to the curb, except on one way streets on which parking is permitted on the left side of the street. It is unlawful to stand or park any vehicle in a street other than parallel with the curb and with the two right wheels of the vehicle within twelve inches of the regularly established curbline, except that upon those streets that have been marked for angle parking, vehicles shall be parked at the angle to the curb indicated by such marks.

10.60.090 Angle parking.

It is unlawful for any person to park any vehicle in an area marked for angle parking in any other than that designated by such marking.

10.60.100 Parking on parkways.

It is unlawful to park any vehicle on a parkway, or between the curbline or any part of the street used for a roadway and the adjacent property line. Such vehicles shall be deemed abandoned property and shall be disposed of by the chief of police in the manner provided for in Chapter 2.92 RMC.

10.60.110 Alleys.

No person shall stop, stand, or park a vehicle within an alley for a period of time longer than is necessary for the expeditious loading or unloading of such vehicle, regardless of vehicular traffic or driveway entrances. (Ord. 2021-28 § 4, 2021)

10.60.120 Cab stands – Bus stands.

No vehicle other than a licensed taxicab shall be parked in an area designated by ordinance as a taxicab stand; and no vehicle other than a bus shall be parked in a place so designated as a bus loading zone.

10.60.130 Vehicles for sale.

It is unlawful to park any vehicle upon any street for the purpose of displaying it for sale, or to park any vehicle upon any business street from which vehicle merchandise is peddled.

10.60.140 Street cleaning.

It is unlawful to park any vehicle on any public street or portion thereof in the village at any time when such street is being cleaned. Signs indicating that a street or portion thereof is being cleaned shall be posted immediately before the cleaning of the street, and shall be removed after the cleaning of the street is finished.

10.60.150 Snow removal.

It is unlawful to park any vehicle at any time after snow begins to fall and for a period of eight hours after the snow stops falling, if the snow on the streets designated in this section exceeds two inches in depth:

Eggleston Avenue from 145th Street to 146th Street.

Indiana Avenue from 135th Street to 146th Street.

School Street from 138th Street to 143rd Street.

Stewart Avenue from 144th Street to 145th Street.

Tracy Avenue from 143rd Street to 144th Street.

Wentworth Avenue from 137th Street to 138th Street.

134th Street from Perry Avenue to Halsted Street and west of the village boundary line.

137th Street from Indiana Avenue to the Illinois Central railroad tracks.

137th Street from Indiana Avenue to Wentworth Avenue.

10.60.160 Time limits on parking.

A. Except on Sundays or holidays it is unlawful to park any vehicle, recreational vehicle, trailer of any kind, boat, inoperative vehicle, or similar movable or portable object for a longer consecutive period of time than that designated between the hours of eight a.m. and six p.m. in any area designated as a limited parking area and so marked.

B. No vehicle, recreational vehicle, trailer of any kind, boat, inoperative vehicle, or similar movable or portable object shall be parked in one position or location on any public street, alley or other public property, in any event, for a period to exceed forty-eight consecutive hours. 10.60.170 Signs.

Except as specifically required in RMC 10.60.070, appropriate signs shall be posted in all areas where parking is limited or prohibited, indicating such limitations or prohibitions. (Ord. 2013-08 § 4, 2013)

10.60.180 Removal of certain vehicles.

Members of the police department are authorized to remove a vehicle from a street or highway to the nearest garage or other place of safety, or to a garage designated or maintained by the police department, or otherwise maintained by the village under the circumstances enumerated in this section:

A. When any vehicle is left unattended upon any bridge, viaduct or causeway, or in any tube or tunnel where the vehicle constitutes an obstruction to traffic;

B. When a vehicle upon a highway is so disabled as to constitute an obstruction to traffic and the persons in charge of the vehicle are by reason of physical injury incapacitated to such an extent as to be unable or unwilling to provide for its custody or removal;

C. When any vehicle is left unattended upon a street and is so parked illegally as to constitute a definite hazard or obstruction to the normal movement of traffic;

D. When any vehicle is parked on private property without the expressed or implied consent of the owner of the property;

E. When a vehicle is parked or occupies any portion of a parking lot operated by the village in excess of the maximum time limitations posted in the lot for the parking of vehicles.

10.60.190 Indiana Avenue and 144th Street.

It is unlawful for any person, firm or corporation to park or cause to be parked a motor vehicle on Indiana Avenue and 144th Street; “no parking” is posted from centerline of intersection to:

A. North approach, two hundred sixty feet west side;

B. South approach, two hundred fifty feet west side;

C. West approach:

1. One hundred sixty feet north side,

2. One hundred sixty feet south side. (Ord. 84-8 § 1, 1984)

10.60.200 Prohibited truck parking.

A. It shall be unlawful to park any vehicle which is issued any license plate by the state of Illinois exceeding Class B plates, on the following residential streets within the village of Riverdale between the hours of eight p.m. and six a.m.:

North side of 146th Street from Halsted Street to Indiana Avenue.

145th Place from Illinois Street to School Street.

145th Street from Halsted Street to Indiana Avenue.

144th Street from Halsted Street to Indiana Avenue.

143rd Street from Halsted Street to Indiana Avenue.

142nd Street from Halsted Street to Indiana Avenue.

141st Street from Stewart Avenue to Indiana Avenue.

140th Court from Stewart Avenue to Indiana Avenue.

139th Street from Halsted Street to Emerald Avenue.

B. It shall be unlawful to park any vehicle which is issued any license plate by the state of Illinois exceeding Class B plates, on the west side of Indiana Avenue from 134th Street to 146th Street. This prohibition shall not apply to trucks which are making deliveries to businesses located on Indiana; provided, that such deliveries are made between the hours of eight o’clock a.m. and five o’clock p.m. This prohibition shall also not apply to emergency vehicles responding to emergency situations. 10.60.210 Thirty-minute parking.

A. No person shall park or allow to remain standing any motor vehicle on the streets described in this section within the village for more than a period of thirty minutes:

On the south side of 138th Street, east of the yellow line for a distance of forty feet.

B. The superintendent of public works shall post the appropriate signs. (Ord. 89-32 § 1, 1989)
