18.60.010 Purpose.

The purpose of the general manufacturing district is to protect land with industrial potential from conflicting land uses and to provide use and design standards intended to preserve the environmental quality. [Ord. 508 § 3.20.0, 1982].

18.60.020 Intent.

To serve as a general manufacturing district intended for the location of nonnoxious industry. Provides for the location of those commercial uses that operate in conjunction with industrial uses and provides for the conditional location of the more intensive industrial uses. To protect the overall visual character of the area, outdoor operations and/or storage areas shall be concealed (screened) from view of abutting arterials or neighboring nonindustrial districts (the use of plant materials for screening shall be encouraged). 18.60.030 Permitted uses and structures.

The following uses and structures and similar uses and structures are permitted outright upon site review approval:

(1) Manufacturing.

(a) Assembly, manufacture or repair of small electronic parts and supplies and other similar precision assembly including optical goods, scientific and photographic instruments, medical and dental equipment, small business machines, watches and timing devices.

(b) Assembly, manufacture, repair or storage of articles from the following listed, previously prepared, materials: bone, cellophane, cloth, cord, feathers, felt, fiber, fur, glass, hair, horn, leather, paper, plastic, precious or semi-precious stone or metal, shell, textiles, wax, wire or yarn.

(c) Compounding, packaging or storing of cosmetics, drugs, perfumes, pharmaceuticals, soap or toiletries, excluding all processing involving refining or rendering of fats or oils.

(d) Dry cleaning processing plant, dyeing or commercial laundry.

(e) Ice manufacture, warehouse storage and dispensing facility.

(f) Mobile home manufacture and repair facility (may include sales lot).

(g) Musical instrument manufacture and assembly plant.

(h) Printing (including newspaper), publishing or engraving, blueprinting and other reproduction processing plant.

(i) Processing, packaging or storing of food or beverage (excluding those involving distillation, fermentation, rendering of fats or oils, or slaughtering).

(j) Rubber or metal stamp manufacture.

(k) Sign manufacturing, painting or repair, including sales.

(l) Tire recapping; auto, truck and heavy equipment.

(m) Wood products manufacture and assembly (including cabinet making, carpentry and furniture manufacturing).

(2) Other Uses.

(a) Ambulance/emergency service.

(b) Auction house.

(c) Automobile service station.

(d) Caretaker’s residence and other accessory uses and structures meeting the “limitations and exceptions” set forth in Chapter 18.75 MCMC.

(e) Contractors’ sales and repair shop such as plumbing, heating, electrical and glass wholesale and retail sales.

(f) Freight depot.

(g) Hardware and building supply (including lumber yard).

(h) Horticultural nursery/greenhouse (commercial distributor).

(i) Laboratory (medical, dental, experiment, research, testing).

(j) Monument sales and manufacture.

(k) Parcel delivery service.

(l) Repair, rental, sales or servicing of machinery, implements and heavy equipment.

(m) Retail sales office or showroom for items manufactured, processed, or compounded on the premises.

(n) Schools, business or trade, involving manufacturing, processing or testing or use of heavy equipment or machinery.

(o) Storage yard for trucks, machinery, implements and equipment.

(p) Taxidermy shop.

(q) Truck or car wash.

(r) Upholstery shop/furniture repair.

(s) Vehicle and heavy equipment repair garage (including diesel truck service facility and automobile/truck painting garage).

(t) Veterinary hospital or kennel; provided, that open runs or pens are located more than 200 feet from nonindustrially zoned property.

(u) Warehouse, including distribution and sales on the premises.

(v) Automobile, truck and heavy equipment parts supply. [Ord. 508 § 3.20.2, 1982].

18.60.040 Conditional uses and structures.

The following uses are permitted as a conditional use subject to the procedures of Chapter 18.170 MCMC, whereupon (1) a conditional use permit may be granted when the criteria for approval are met or can be met by observance of conditions; or (2) a conditional use permit may be denied if the findings of fact conclude that the permit criteria cannot be met:

(1) Bulk storage of flammable or other dangerous materials including fuel distribution facility.

(2) Bus or similar public transportation facility.

(3) Lumber or paper processing plant.

(4) Planned development/industrial park subject to the approval criteria set forth in Chapter 18.130 MCMC.

(5) Production of items sold in agricultural supply stores such as feed and fertilizer.

(6) Rail yards and rail depots.

(7) Sheet metal fabrication.

(8) Other uses and structures which are within the purpose and intent of the general manufacturing district.

(9) Marijuana-related land uses as defined within MCMC 18.10.030 and as regulated within MCMC 18.75.130. [Ord. 807 § 1 (Exh. A), 2016; Ord. 508 § 3.20.3, 1982].

18.60.050 Dimensional standards.

(1) Minimum Zone Size. Areas proposed for zone change to general manufacturing shall be contiguous to an existing general manufacturing district or shall consist of a minimum of 10 acres.

(2) Yard Requirements (See Chapter 18.145 MCMC for Exceptions).

(a) The minimum side yard shall be 25 feet where adjoining any nonindustrial district.

(b) The minimum rear yard shall be 45 feet where adjoining any nonindustrial district.

(c) Buffer yards shall consist of landscaping and improvements in accordance with the standards for commercial and industrial uses contained in Chapter 18.110 MCMC.

(3) Building Height (See Chapter 18.145 MCMC for Exceptions). The height of a building in the general manufacturing district shall not exceed 50 feet. [Ord. 508 § 3.20.4, 1982].

18.60.060 Development standards and review criteria.

Notwithstanding the conditional use provisions of MCMC 18.60.040, any project involving the erection of a new building or structure, the enlargement in height or ground coverage, or the intensification of use of any building or structure shall:

(1) Be reviewed in accordance with the site review criteria contained in Chapter 18.150 MCMC. The planning department shall conduct the site review for permitted uses that meet all ordinance requirements, whereas the planning commission or city administrator or the city administrator’s designee shall conduct the site review for conditional uses, variances and other similar procedures as stipulated in the applicable regulations; and

(2) Provide improvements and comply with the design standards applicable to the type of development proposed as set forth in Chapter 18.150 MCMC; and

(3) Provide off-street parking as set forth in Chapter 18.90 MCMC. [Ord. 508 § 3.20.5, 1982].
