Article I. Parallel and Angle Parking
10.20.010 Parallel parking required – Exceptions.
It is unlawful at any time for any person to park a motor vehicle on any street in the city, other than parallel to the curb, except as follows: Angle parking shall be permitted, unless otherwise posted, on the east and west sides of Ash Avenue between Main Street and Second Street in the designated areas; and on the east side of Birch Street between Second Street and Third Street; the west side of Ash Avenue south of Third Street in front of the Methodist Church where designated; and on both sides of Division Street between Wine Country Road and Fifth Street and on the north side of Third Street west of Division to the alleyway where designated. 10.20.015 Temporary parking – When permitted.
Upon approval of the police chief, temporary parking may be allowed on Wallace Way between Forsell Road and Stover Road during events at Country Park. (Ord. 2007-10 § 2).
10.20.020 Violation – Penalty.
Any person violating the provisions of this article shall be subject to a fine of $25.00 for each such violation. (Ord. 2007-10 § 2).
Article II. Parking Time Restrictions
10.20.030 Twenty-four-hour parking.
A. Prohibited. It is unlawful to park a motor vehicle, boat, trailer, or the component parts of either upon the streets, curbs, parking strips, or public parking lots of the city for a period in excess of 24 hours without interruption.
B. Impounding Authorized. The city police department is authorized to impound and store in public garage facilities such vehicles or parts found in violation of this section.
C. Violation – Penalty. Any person violating this section shall be subject to a fine of $10.00 for each such violation and, in addition, shall pay the costs of impounding such vehicle, boat, trailer or parts. (Ord. 2007-10 § 2).
10.20.040 Two-hour parking.
A. Prohibited. It is unlawful to park a motor vehicle, boat, trailer, or the component parts of either upon the below-mentioned streets, curbs or parking strips of the city during the hours of 9:00 a.m. to 5:00 p.m. for periods in excess of two hours without interruption from Monday through Friday, except state-recognized holidays. The streets are: Second Street between Ash Avenue and Avenue B, and Division Street between Wine Country Road and Fourth Street, and Third Street from Ash Avenue to Division Street.
Except, handicapped persons with vehicles bearing the approved state of Washington handicapped license or permit shall be exempt from this section. In addition to said exception, handicapped parking spaces may be provided in the above-described areas and other areas of the city as are designated by the chief of police with the approval of the city council. And except, that residential parking permits shall be issued upon request to property owners or lessees who live in residences or apartments adjacent to the designated two-hour parking areas and who have no other parking provided on the premises. Said permits shall be issued upon request in the appropriate circumstances by the police department.
A person may not avoid the penalty provided for herein by moving from one two-hour parking space to another two-hour parking space with the intention of avoiding the effect of this section.

C. Violation – Penalty. Any person violating this section shall be subject to a fine of $10.00 for each such violation and, in addition, shall pay the costs of impounding such vehicle, boat, trailer or parts. (Ord. 2007-10 § 2).
10.20.045 Fifteen-minute parking.
A. Parking at designated stalls located in front of 233 Division Street shall be limited to a maximum of 15 minutes during the hours of 9:00 a.m. to 5:00 p.m. on Mondays through Saturdays, excluding official state holidays. This section shall not apply with respect to vehicles bearing an approved disabled parking permit issued by the state of Washington or other authorized government agency.
B. Impounding Authorized. The police department is authorized to impound and store in public garage facilities such vehicles or parts found in violation of this section.
C. Violation – Penalty. Any person violating this section shall be subject to a fine of $10.00 for each such violation and, in addition, shall pay the costs of impounding such vehicle or parts. (Ord. 2019-2 § 1).
10.20.050 Prohibited 3:00 a.m. to 6:00 a.m.
A. Streets Designated. The parking of unattended motor vehicles between the hours of 3:00 a.m. and 6:00 a.m. is prohibited upon the following streets: Ash Avenue between Wine Country Road and Second Street; Division Street between Wine Country Road and Fourth Street; Avenue A between Wine Country Road and Third Street; Grandridge Road between Wine Country Road and Second Street; Wine Country Road between Cedar Avenue and Grandridge Road and Second Street between Ash Avenue and Grandridge Road, except that said prohibition shall not apply to those vehicles with a valid residential parking permit.
B. Impounding or Moving. The police department is authorized to impound any vehicle found violating this section and to require any attended vehicle to be moved, provided the same interferes with street cleaning and maintenance.
C. Violation – Penalty. Any person violating this section shall be subject to a fine of $25.00 for each violation and, in addition, shall pay the cost of impounding and storage of such vehicle. (Ord. 2014-10 § 1; Ord. 2007-10 § 2).
10.20.060 Prohibited on Euclid Road.
A. Parking is forbidden on Euclid Road between Second and Third Streets.
B. Any person violating this section shall be subject to a fine of $25.00 for each violation and, in addition, shall pay the cost of impounding and storage of such vehicle. (Ord. 2007-10 § 2).
10.20.070 Parking prohibited – Penalty.
A. Parking is prohibited at all times along the south side of West Fifth Street between Division Street and 150 feet west of Euclid Road and from Velma Street west to the west city limits; on Avenue E on the west side between West Second and West Third; on Hillcrest Avenue on the west side from West Fifth to Rainier; in the alleys between Wine Country Road and Third Street; between Grandridge Road and Ash Street; on Douglas between East Second Street and East Third Street on the west side of the street; on both sides of the street on East Third from Douglas to Elm; on the west side of Euclid from the Union Pacific Railroad tracks south to Fifth Street; on the west side of Hillcrest from Second Street 40 feet south; on the north side of West Fifth Street from Euclid 40 feet west; on the south side of Wine Country Road between Grandridge Road and Avenue A; on Forrest Road where posted and on both sides of Euclid Road from Forsell Road to Wine Country Road; on the east side of Euclid Road from Fifth Street north to Second Street; on the north side of West Second Street from Hillcrest 116 feet west; on the south side of West Second Street from Hillcrest 60 feet west; and on the south side of West Fourth Street from Grandridge Road west to Avenue C.
B. There shall be no parking on the north side of West Second Street, from Avenue G west to Avenue J.
C. There shall be no parking on either side of West Fifth Street between Hillcrest Road to the west city limits.
D. There shall be no parking on either side of Wine Country Road from the Stover Road intersection to the west boundary of city limits.
E. There shall be no parking on the north side of Nicka Road from Grandridge Road extending easterly a distance of 44 feet.
F. Every vehicle stopped or parked upon Higgins Way shall be so stopped or parked with the right-hand wheels parallel to and within 12 inches of the right-hand curb or as close as practicable to the right edge of the right-hand shoulder. On Higgins Way no person may stop, park, or leave standing any vehicle, whether attended or unattended, upon the roadway or partly blocking the roadway.
G. In addition to the no parking regulations set forth in this section, no parking and parking areas may be designated by the chief of police with the approval of the city council. Said authorities shall cause to be posted and maintained proper signs of the standard designs adopted by the State Highway Commission. It is unlawful for any person to leave a vehicle parked in areas determined, designated and bearing the signs designated herein contrary to said signs.
H. No person shall park or stand a semi, trailer, machinery, equipment or truck as defined at GMC 10.12.010, on any city road or right-of-way, except when actually engaged in loading or unloading the same, or when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer.
I. Any person violating this section shall be subject to a fine of $25.00 for each violation and, in addition, shall pay the cost of impounding and storage of such vehicle. (Ord. 2023-6 § 1; Ord. 2019-3 § 1; Ord. 2018-6 § 1; Ord. 2013-3 § 1; Ord. 2007-10 § 2).
10.20.075 Unlawful to cross double center line for parking.
It shall be unlawful for any person to approach and enter a parking space by crossing a double line in the center of the road along which said parking space is located. (Ord. 2007-10 § 2).
Article III. Loading or Unloading of
Trucks or Trailers
10.20.080 Second Street – Division Street.
No person shall park or stand:
A. A truck with a wheel base of 160 inches or more; or
B. A trailer with a wheel base of 160 inches or more; or
C. A truck and trailer combination with a total wheel base over 175 inches;
either loading or unloading, on Second Street between Avenue A and Ash Street and Division Street between Wine Country Road and East Third Street. (Ord. 2007-10 § 2).
10.20.090 Grandridge Road loading zone.
No person shall park or stand a truck, semi, trailer, machinery or equipment on that portion of Grandridge Road lying between the right-of-way of the Northern Pacific Railway and Wine Country Road, except when actually engaged in loading or unloading the same, or when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer. 10.20.100 West Second Street loading zone.
No person shall park or stand a truck, semi, trailer, machinery or equipment on that portion of West Second Street lying between Avenue A and Grandridge Road, except when actually engaged in loading or unloading the same, or when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer. 10.20.110 Violation – Penalty.
Any person who violates or fails to comply with the provisions of this article, or counsels, aids or abets any such violation thereof, shall be punished by a fine of $25.00 for each violation. (Ord. 2007-10 § 2).
Article IV. Alley Parking
10.20.120 Alley parking.
No person shall park or stand a vehicle of any kind in any alley within the city if such standing or parking blocks the free flow of traffic through said alley, unless actually engaged in loading or unloading the same. Any such vehicle may be impounded in accordance with GMC 10.20.040(B). (Ord. 2007-10 § 2).
10.20.130 Violation – Penalty.
Any person violating this article shall be subject to a fine of $25.00 and, in addition, shall pay the costs of impounding and storage of such vehicle. (Ord. 2007-10 § 2).
