10.24.010 Definitions.

As used in OMC 10.20.010, 10.20.020 and 10.24.020 through 10.24.090:

A. “Motor truck” means any vehicle designed or used for the transportation of commodities, merchandise, produce, freight or animals, and exceeding 20 feet in length.

B. “Vehicle” includes every device capable of being moved on a public street and in, upon or by which any person or property is or may be transported or drawn upon a public street. (Ord. 1060 § 1, 2007; Ord. 944 § 1, 2002; Ord. 368 § 4, 1968)

10.24.020 Posting of signs/curb painting.

Appropriate signs shall be erected and/or designations painted and maintained by the city designating the areas as to which parking restrictions are imposed. Curb painting shall be conducted and maintained by the city designating parking restrictions for hydrants, ADA parking, or other restrictions imposed or deemed necessary. 10.24.030 Parking more than 72 hours.

No vehicle shall be parked on any street or alley of the city for a consecutive period of more than 72 hours. The city or its designee shall have authority to have any vehicle so parked removed at the expense of the owner thereof and placed in storage, and the vehicle shall thereafter be held by the city until the expenses of removal and storage have been paid. 10.24.040 Parallel parking required.

All parking of vehicles shall be parallel to the curb or street line with the right-hand wheels parallel to and within 12 inches from the right-hand curb or edge of the street on the following described streets of the city:

A. On all of Second Avenue;

B. On Pine Street from Second Avenue to Third Avenue;

C. On any other street where angle parking is not designated and would impede free traffic movement and passing of vehicles moving in opposite directions. (Ord. 1060 § 1, 2007; Ord. 978 § 1, 2004; Ord. 944 § 1, 2002; Ord. 635 § 1, 1984; Ord. 368 § 2(A), 1968)

10.24.045 Head-in angle parking.

All parking of vehicles on the following city streets shall be head-in angle parking:

A. Oak Street from Fourth Avenue to Fifth Avenue.

B. Queen Street from First Avenue to Third Avenue.

C. Rose Street from First Avenue to Third Avenue, north side only.

D. Rose Street from Third Avenue to Fifth Avenue.

E. Pine Street from First Avenue to Second Avenue.

F. The south side of Norman Street from Fourth Avenue to the alley between Fourth and Fifth Avenue.

G. Third Avenue from Oak Street to Rose Street.

H. The west side of Fourth Avenue between Oak Street and Norman Street.

I. The east side of Fourth Avenue between Oak Street and Pine Street.

J. Fifth Avenue from Tyee Street to Pine Street, except school bus zones and fire zones as signed. (Ord. 1060 § 1, 2007; Ord. 944 § 1, 2002; Ord. 635 § 2, 1984)

10.24.065 Parking restrictions – Snow removal and street cleaning.

No vehicle shall be parked between the hours of 2:00 a.m. and 6:00 a.m., Mondays through Saturdays, inclusive, on any of the following described streets of the city:

A. Second Avenue between Tyee Street and Norman Street. (Ord. 1060 § 1, 2007; Ord. 944 § 1, 2002)

10.24.070 Two-hour parking.

No vehicle shall be parked for a consecutive period of more than two hours between the hours of 8:00 a.m. and 5:00 p.m., Mondays through Saturdays, inclusive, on any of the following streets of the city:

A. Pine Street from Second Avenue to Third Avenue;

B. Queen Street from Second Avenue to Third Avenue;

C. Oak Street from First Avenue to Third Avenue except for residential parking on the north side from the alley between First Avenue and Second Avenue to the bridge;

D. Second Avenue from Norman Street to Rose Street;

E. Fourth Avenue from Oak Street to Maple Street, except for residential parking as set forth in OMC 10.24.075 and juror parking as set forth in subsection H of this section;

F. Fifth Avenue from Oak Street to Maple Street, except for residential parking as set forth in OMC 10.24.075;

G. The east side of Third Avenue from Oak Street to Pine Street, except for spaces marked for 10-minute parking pursuant to OMC 10.24.090(B) and spaces reserved for members of the Okanogan fire department and city staff pursuant to OMC 10.24.140;

H. Vehicles that display a currently dated juror permit issued by the district or superior court of Okanogan County shall be allowed to park in excess of two hours on Fourth Avenue between Norman Street and Oak Street. 10.24.075 Residential parking by permit.

Residential parking permits shall be required for all vehicles parked for periods in excess of two hours between the hours of 8:00 a.m. and 5:00 p.m., Mondays through Fridays, inclusive, on any of the following streets of the city:

A. Fourth Avenue from Norman Street to Maple Street;

B. Fifth Avenue from Oak Street to Maple Street;

C. The north side of Norman Street from Fourth Avenue to Fifth Avenue;

D. The north side of Oak Street from the alley between Fourth Avenue and Fifth Avenue to Fifth Avenue.

Permits shall be available to any resident within the designated areas by providing evidence of occupancy or ownership of property within the district. There shall be no fee for residential parking permits registration. (Ord. 1060 § 1, 2007; Ord. 944 § 1, 2002)

10.24.080 Fire Hall access.

No vehicle shall be parked on the south side of Oak Street from Third Avenue to the alley between Third and Second Avenues (Fire Hall access). (Ord. 1060 § 1, 2007; Ord. 944 § 1, 2002; Ord. 368 § 2(E), 1968)

10.24.085 Designation of disabled persons parking spaces on city streets.

Upon petition filed by an adjoining property owner, the city council may, by resolution, designate a parking space for exclusive use of vehicles displaying a valid disabled persons parking permit or license plate. Such spaces will be normally limited to one space per block per direction and only approved on those streets which are designated for head-in angle parking under OMC 10.24.045. Insofar as practical, such spaces will be designated at corners or alley curb cuts providing wheelchair transition between street and sidewalk elevations.

Additional spaces may be granted provided:

A. The council finds overriding circumstances such as an existing large assembly occupancy which does not have the lands available for convenient off-street accessible parking.

B. One parallel space per block per direction may be designated where the council finds that there are physical constraints such as topography, existing parking patterns and right-of-way width that preclude head-in angle parking for the subject one-half block.

Nothing contained in this section nor any action of the council to approve or deny any request for designation of disabled persons parking spaces shall affect any requirement of a business owner to provide the statutorily mandated number of disabled persons parking spaces in off-street parking lots owned or controlled by the requesting business owner. 10.24.090 Ten-minute parking restriction.

A. No vehicle shall be parked for a consecutive period of more than 10 minutes between the hours of 9:00 a.m. and 6:00 p.m., Monday through Saturday, inclusive, on the east side of Second Avenue from Oak Street northerly for a distance of 150 feet (U.S. Post Office Building).

B. No vehicle shall be parked for a consecutive period of more than 10 minutes between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday, inclusive, on the east side of Third Avenue between Pine Street and Oak Street in stalls designated for 10-minute parking in front of Okanogan City Hall.

C. Suitable signs shall be placed at reasonable intervals in those areas designated in subsections A and B of this section, appropriately providing notice of these restrictions on public parking. (Ord. 1060 § 1, 2007; Ord. 944 § 1, 2002; Ord. 807 § 1, 1995; Ord. 368 § 2(F), 1968)

10.24.095 Alleys – Parking restricted.

No person shall park or stand a vehicle in any public alley within the city in such a manner as to obstruct or hinder vehicular travel, block access to any abutting property, or where official signage indicates alley parking is prohibited, except while actually in the process of loading or unloading and a driver is in physical attendance of the vehicle, or by individual permit from the city for placement of waste receptacles or other equipment needed for permitted service, repair or renovation of abutting structures. 10.24.100 Handicapped transportation loading zones designated.

There are hereby designated areas that are reserved for the loading and unloading of handicapped individuals that require specially equipped vehicles with ramps or lifts for making transfers. The areas hereby designated are as follows:

A. Conconully Street between Second Avenue and Third Avenue, a space 42 feet in length, the western end of which is approximately 76 feet east of the eastern curb line of Third Avenue.

Suitable signs shall be placed to mark the handicapped loading zones. (Ord. 1060 § 1, 2007)

10.24.115 Prohibited – Pine Street and Fifth Avenue.

No vehicle shall be parked on either side of Pine Street between the intersection of Pine Street and Third Avenue and the intersection of Pine Street and Fifth Avenue. No vehicle shall be parked on either side of Fifth Avenue between Pine Street and Oak Street. Suitable signs shall be placed at reasonable intervals along both sides of Pine Street and Fifth Avenue to provide notice of these prohibitions and restrictions. 10.24.140 Prohibited – Third Avenue North.

No vehicle, other than vehicles belonging to members of the Okanogan fire department, city vehicles, and vehicles owned by city personnel with proper city parking stickers, shall be parked in those parking spaces signed for city staff and Fire Hall parking on the east side of Third Avenue in front of City Hall between Pine Street and Oak Street. Public parking on the east side of Third Avenue between Pine Street and Oak Street in front of City Hall shall be allowed only in those parking spaces properly marked for that purpose consistent with the provisions of OMC 10.24.070(G) and 10.24.090(B). 10.24.150 Violation – Penalty.

Any person violating any provision of this chapter shall be guilty of a civil infraction and subject to a fine of not less than $40.00 and not more than $250.00, together with restitution for all costs incurred by the city of Okanogan in removing and/or disposing of said vehicle. Specific fees shall be established according to the current fee schedule adopted by the city of Okanogan.
